S.\nChevron Pipe Line Co.\n4800 Foumace Place\nBellaire, TX 77401\ncPF s-2007-5016W\nDear Mr. Bowin:\nOn June 5-9,2006, a representative ofthe Pipeline and Hazardous Materials Safety\nAdministration (PHMSA), pursuant to Chapter 601 of 49 United States Code, inspected your\nBoise Area pipeline system from the Murtaugh, Idaho to Baker, Oregon.\nAs a result of the inspection, it appears that you have committed a probable violation ofthe\nPipeline Safety Regulations, Title 49, Code of Federal Regulations. The item inspected and\nthe probable violation is:\n1. 5195.402 Procedural manual for operations, maintenance, and emergencies.\n(c) Maintenance and normal operations. The manual required by paragraph (a) of\nthis section must include procedures for the following to provide safety during\nmaintenance and normal operations:\n(3) Operating, maintaining, and repairing the pipeline system in accordance with\neach of the requirements of this subpart and subpart H of this part.\nS195.589 What corrosion control information do I have to maintain?\n(c) You must maintain a record of each analysis, check, demonstration,\nexamination, inspection, investigation, review, survey, and test required by this\nsubpart in suflicient detail to demonstrate the adequacy of corrosion control\nmeasures or that corrosion requiring control measures does not exist. You must\nretain these records for at least 5 years, except that records related to Secs.\n195.569, 195.573(a) and (b), and 195.579(b)(3) and (c) must be retained for as long\nas the pipeline remains in service.\n$195.573 What must I do to monitor external corrosion control?\n\n\n\n(c) Rectifiers and other devices. You must electrically check for proper\nperformance\n(d) each device in the first column at the frequency stated in the second column.\nDevice Check frequency\nRectifier..,..............,...............At least six times each calendar year,\nbut with intervals not exceeding2 Yz\nmonths.\nAt the time of the inspection, the operator's computerized records attributed the rectifier\ninspections according to two montl windows, (i.e. January-February and March-April). The\nexact date of the inspections is not included on tlre forms. In addition he field notes reflecting\nthe exact dates ofthe inspections were not retained after the inspections were recorded\nelectronically. Neither the operator nor our inspector could determine the exact date of a\nrectifier's inspection. For example: A rectifier reading in early January and then again in late\nApril may meet a six times a year requirement but be out of compliance for exceeding2 /,\nmonths between inspections.\nUnder 49 United States Code, $ 60122, you are subject to a civil penalty not to exceed\n$100,000 for each violation for each day the violations persists up to a maximum of\n$ 1,000,000 for any related series of violations. We have reviewed the circumstances and\nsupporting documents involved in this case, and have decided not to conduct additional\nenforcement action or penalty assessment proceedings at this time. We advise you to correct\nthe item identified in this letter. Failure to do so will result in Chewon Pipe Line Company\nbeing subject to additional enforcement action.\nNo reply to this letter is required. If you choose to reply, in your correspondence please refer\nto CPF 5-2007-5016W.
