The WUTC acts as an interstate agent of the Western Region,\nPipeline and Hazardous Material Safety Administration (PHMSA).\nAs a result of the inspection, it appears that you have committed a probable violation of the\nPipeline Safety Regulations, Title 49, Code of Federal Regulations. The items inspected and\nthe probable violation is:\n1. §193.2619 Control systems.\n(c)(2) Control systems that are intended for fire protection must be inspected and\ntested at regular intervals not to exceed 6 months.\nThe operator exceeded six (6) months when inspecting and testing their fire detectors. The\nsix-month time frame was exceeded by sixteen (16) days.\n\n\n\nUnder 49 United States Code, § 60122, you are subject to a civil penalty not to exceed\n$100,000 for each violation for each day the violation persists up to a maximum of $1,000,000\nfor any related series of violations. We have reviewed the circumstances and supporting\ndocuments involved in this case, and have decided not to conduct additional enforcement\naction or penalty assessment proceedings at this time. We advise you to correct the item\nidentified in this letter. Failure to do so will result in Northwest Pipeline (Williams Gas\nPipeline) Company being subject to additional enforcement action.\nNo reply to this letter is required. If you choose to reply, in your correspondence please refer\nto CPF 5-2009-3001W. Be advised that all material you submit in response to this\nenforcement action is subject to being made publicly available.
