The items inspected and\nthe probable violation is:\n1. §195.426 Scraper and sphere facilities.\nNo operator may use a launcher or receiver that is not equipped with a relief\ndevice capable of safely relieving pressure in the barrel before insertion or removal\nof scrapers or spheres. The operator must use a suitable device to indicate that\npressure has been relieved in the barrel or must provide a means to prevent\ninsertion or removal of scrapers or spheres if pressure has not been relieved in the\nbarrel.\nDuring the field inspection, PHMSA’s inspector observed and documented that the safety\nrelieving device on the closure at the pig receiver at ASIG’s Airport Facility was disabled.\n\n\n\nUnder 49 United States Code, § 60122, you are subject to a civil penalty not to exceed\n$100,000 for each violation for each day the violation persists up to a maximum of\n$1,000,000 for any related series of violations. We have reviewed the circumstances and\nsupporting documents involved in this case, and have decided not to conduct additional\nenforcement action or penalty assessment proceedings at this time. We advise you to correct\nthe item identified in this letter. Failure to do so will result in Aircraft Service International\nGroup being subject to additional enforcement action.\nNo reply to this letter is required.
