Box 10\nMidwest, WY 82643\nCPF 5-2022-038-NOPV\nDear Mr. Dill:\nFrom July through October 2021, pursuant to 49 U.S.C. § 60117, a representative of the\nPipeline and Hazardous Materials Safety Administration (PHMSA), Office of Pipeline Safety\n(OPS), conducted an on-site pipeline safety inspection of the facilities and records of FDL\nOperating, LLC in Wyoming. As a result of the inspection, the Director, Western Region, OPS\n(Director), issued to FDL Operating, LLC, by letter dated April 12, 2022, a Notice of Probable\nViolation and Proposed Compliance Order (Notice).\nIn accordance with 49 C.F.R. § 190.207, the Notice proposed finding that FDL Operating, LLC\nhad violated 49 C.F.R. § 195.573(a)(2) and proposed ordering the company to take certain\nmeasures to correct the alleged violation. See Notice. The Notice also included an additional\nwarning item pursuant to 49 C.F.R. § 190.205, which required no further action, but warned FDL\nOperating, LLC to correct the probable violation or face possible future enforcement action.\n\n\n\nIn May 2022, PHMSA was informed that FDL Operating, LLC was purchased by Contango Oil\nand Gas Company, and no longer owns and operates the Salt Creek CO2 Pipeline and Monell\nCO2 Pipeline in Wyoming. The Notice of Probable Violation and Proposed Compliance Order\nis hereby withdrawn.
