(Respondent). The Notice proposed finding that Respondent had violated the\npipeline safety regulations in 49 C.F.R. Part 195 and proposed certain measures to correct the\nviolations. Respondent did not contest the allegations of violation or corrective measures.\nBased upon a review of all of the evidence, pursuant to § 190.213, I find Respondent violated the\npipeline safety regulation below, as more fully described in the enclosed Notice, which is\nincorporated by reference:\n49 C.F.R. § 195.402(a) (Item 1) ─ Respondent failed to follow its procedural manual\nfor operations, maintenance, and emergencies, which requires that two nuts be\ncompletely engaged on a threaded bolt and that the bolt threads extend a minimum of\n1.5 threads past the nut.\nThis finding of violation will be considered a prior offense in any subsequent enforcement action\ntaken against Respondent.\nThe Director has indicated that Respondent completed the actions proposed in the Notice to correct\nthe violations. Therefore, it is not necessary to include the proposed compliance terms in this Final\nOrder.\n§ 190.5.\nThe terms and conditions of this order are effective upon service in accordance with 49 C.F.R.\nMay 5, 2023\n___________________________________ _________________________\nAlan K.
