The purpose of this training is to\nincrease a hazmat employee’s safety awareness and is an essential\nelement in reducing hazmat incidents. The Hazardous Materials\nRegulations (HMR) includes training requirements in several sec-\ntions of Title 49 Code of Federal Regulations (CFR) as follows:\n• GENERAL §173.1\n• SPECIFIC §172.704\n• MODAL\n◊◊ Air §175.20\n◊◊ Vessel §176.13\n◊◊ Highway §§177.800, 177.816\nReceiving the required training enhances employee safety and secu-\nrity and increases employee productivity and skills. Effective train-\ning also reduces incidents and accidents thereby reducing operating\ncosts and losses from property damage, thus increasing profits.\nHMR TRAINING REQUIREMENTS\nEach hazmat employer must train and test their hazmat employ-\nees, certify their training, and develop and retain records of current\ntraining.\nHazmat training must include:\n• general awareness/familiarization;\n• function-specific;\n• safety;\n• security awareness;\n• in-depth security training, if a security plan is and\n• driver training (for each hazmat employee who\nwill operate a motor vehicle).\nrequired;\nFREQUENCY OF TRAINING\nInitial training of new hazmat employees, or an employee who\nchanges job functions, must be completed within 90 days of em-\nployment or change in job function. A new employee may perform\nhazmat job functions before completing training provided the\nemployee does so under the direct supervision of a properly trained\nand knowledgeable hazmat employee.\nRecurrent training is required at least once every three years. The\nthree-year period begins on the actual date of training. Relevant\ntraining received from a previous employer or source may be used\nto satisfy the requirements provided a current record of training is\nobtained from the previous employer or other sources.\nTraining conducted by OSHA, EPA, and other Federal or interna-\ntional agencies may be used to satisfy the training requirements in\n§172.704(a) to the extent that such training addresses the compo-\nnents specified (general awareness/familiarization; function-specific;\nsafety; security awareness; in-depth security training, if a security\nplan is required; and driver training for each hazmat employee who\nwill operate a motor vehicle).\nTRAINING RECORDS\nTraining records must be kept by the hazmat employer for each\nhazmat employee, and must include the following:\n• the hazmat employee’s name;\n• the completion date of the most recent training;\n• training materials used (copy, description, or\nlocation);\n• the name and address of the hazmat trainer; and\n• certification that the hazmat employee has been\ntrained and tested.\nTraining records must be retained for each hazmat employee for\nthree years from the date of the last training, and for 90 days after\nthe employee leaves the company or their position.\nDEFINITIONS\nTraining - a systematic program (consistent approach, testing,\nand documentation) that ensures a hazmat employee has knowl-\nedge of hazmat and the HMR, and can perform assigned hazmat\nfunctions properly. See §172.700 through §172.704.\nHazmat employer - a person who employs one or more employ-\nees and who:\n• transports hazmat in commerce;\n• causes hazmat to be transported or shipped in\ncommerce; or\n• designs, manufactures, fabricates,\ninspects, represents, marks, certifies,\nsells, offers, reconditions, tests,\nrepairs, or modifies packagings as qualified\nfor use in the transportation of hazmat.\nThe term “hazmat employer” also includes any department, agency,\nor instrumentality of the United States, a State, a political subdivi-\nsion of a State, or Native American Indian tribe engaged in offering\nor transporting hazmat in commerce. This term includes a person\nwho is self-employed, including an owner-operator of a motor vehi-\ncle that transports hazmat in commerce.\nHazmat employee - a person employed by a hazmat employer,\nor person who is self-employed, and who directly affects hazmat\ntransportation safety including:\n• an owner-operator of a motor vehicle that transports\nhazmat;\n• a person who:\n◊ Loads, unloads, or handles hazmat;\n◊ designs, manufactures, fabricates, inspects,\ntests, reconditions, repairs, modifies, marks,\nor otherwise represents packagings as\nqualified for use in the transportation of\nhazmat;\n◊ prepares hazmat for transportation;\n◊ is responsible for safety of transporting hazmat; or\n◊ operates a vehicle used to transport hazmat.\nCompliance Check: Refer to §171.8 for definitions.\nTRAINING | PIPELINE AND HAZARDOUS MATERIALS SAFETY ADMINISTRATION 2\n\n<<<PAGE 3>>>\n\nPREPARING SHIPPING PAPERS\n§§172.200 - 205, 172.602, 172.604\nThe proper shipping description of\na hazardous material consists of:\n• a Basic Description,\n• additional information\n(depending on materials and\nmode of transport),\n• quantity of hazardous material,\nand\n• Number and type of packaging\nused.\nThe HMR do not require a shipper\nto use a special form or format—it\nrequires the proper information be\nplaced on the shipping papers in\nthe proper sequence.\nSHIPPING DESCRIPTION\nA correct shipping description\nincludes many components,\nincluding the Basic Description,\nwhich must be placed on a\nshipping paper in the sequence\nrequired in §172.202(b) of the HMR.\nAn easy way to remember this\nsequence is to refer to the acronym\n“ISHP”: Identification Number,\nShipping Name, Hazard Class or\nDivision, and Packing Group. If a\ntechnical name is required, it must\nbe placed in parentheses and listed\nafter the Proper Shipping Name\nor Basic Description. If applicable,\na subsidiary hazard class(es)\nmust be placed in parentheses\nimmediately following the primary\nhazard class.\nThe total amount of hazardous\nmaterials covered by each\ndescription must be indicated\nby mass or volume with the\napplicable unit of measure. For\nexample: “200 kgs” or “50 L.” The\nnumber and type of packages\nmust be indicated and may include\nthe packaging specification,\nfor example: “12 drums,” “12 1H1\ndrums,” or “12 drums (UN 1A1).”\nThe total quantity and types of\npackagings must be entered\nbefore, after, or both before and\nafter the Basic Description.\nADDITIONAL DESCRIPTION\nWhen additional information is\nrequired or provided it must be\nlisted after the Basic Description,\nunless the HMR states otherwise.\nLooking at the “Check List” in\nthis guide, you will see many of\nthese identified under Additional\nDescriptions. Always check\n§172.203 of the HMR to ensure you\nhave identified all the requirements\nthat pertain to your shipment.\nTwo exceptions to the regulation\nfor placing additional information\nafter the Basic Description pertain\nto the “Technical name” and the\nletters “RQ.” The “Technical Name”\nmay be placed in parentheses\nafter the Proper Shipping Name or\nafter the Basic Description. “RQ”\nmay be entered either before or\nafter the Basic Description. On\na shipping paper with columns\nspecifically identifying hazardous\nmaterials, “RQ” may replace the\n“X” normally placed in that column.\nSome hazardous materials, such as\nradioactive materials, require much\nmore specific information than is\ncovered here. Always use Part 172,\nSubpart C, of the HMR for specific\ndetails and other information\npertaining to your shipment.\nCHECKLIST\nCheck the HMR, Part 172, Subpart C, for specific Shipping paper\nrequirements that may pertain to the materials you are shipping.\nUse the following as a guide.\nThe acronym “ISHP” spells out the proper sequence of the Basic\nDescription, as shown: Basic Description (proper sequence\n§172.202(b)). Use the Hazardous Materials Table (HMT)\n(§172.101).\nIdentification Number (HMT Column 4); Proper Shipping Name\n(HMT Column 2); Hazard Class (HMT Column 3);\nPacking Group (HMT Column 5);\nOther Information (§172.202)\nTechnical name (“G” in HMT Column 1). See HMR §172.203(k)\nfor specific requirements.\nSubsidiary hazard(s) (HMT Column 6)\nNumber and type of packages (i.e., “12 drums”or “12 1A1\ndrums”)\nTotal quantity (by mass or volume, i.e., “200 kgs”or “50 L”)\n“Net Explosive Mass” for Class 1. The first step in filling out a shipping paper\ncorrectly is to refer to the HMT and find the entry that\nmost appropriately describes the hazardous material(s)\nyou are shipping. This information, known as the Basic\nDescription, will include the Identification Number\nin Column 4, Proper Shipping Name in Column 2,\nHazard Class or Division in Column 3, and Packing\nGroup in Column 5. If a material has one or more\nsubsidiary hazards, they are identified in Column\n6. Subsidiary hazards must be listed with the basic\ndescription.\nCodes listed in Columns 1 and 7 indicate there is\nadditional information regarding the hazardous\nmaterial being shipped—some of which may be\nrequired to be entered with the basic description. For\nexample, a “G” in Column 1 indicates that the proper\nshipping name listed must be further identified by the\naddition of a “technical name” placed in parentheses.\nThe chemical manufacturer or the safety data sheet\nshould provide this information. Special provision\ncodes listed in Column 7 are defined in §172.102.\nThese codes can indicate many things, including\nwhether a material is toxic by inhalation.\nAfter the material is identified in the HMT, Appendices\nA and B must be checked. Appendix A is the List of\nHazardous Substances and Reportable Quantities\n(RQ). If the material is listed in Appendix A, you must\ndetermine if it meets the definition of a hazardous\nsubstance(s) prescribed in §171.8. If the material\nis listed, and the quantity per package meets or\nexceeds the RQ amount listed, identify it as a\nreportable quantity on the shipping paper. (See HMR\n§172.203(c) for specific requirements.\nAppendix B lists marine pollutants. Most packages of\nhazardous materials that meet the definition of a\nmarine pollutant must be identified as such when\ntransported by vessel. When transported by modes\nother than vessel, only marine pollutant bulk packages\nmust be identified as such. The required certification statements\nare listed in § 172.204. The certification must\nbe signed by a principal, officer, partner, or\nemployee of the shipper or his agent. It may\nbe signed manually, by typewriter, or by\nother mechanical means.\nRETENTION\nThe person providing the shipping paper\nshall record the date the hazardous material\nis accepted by the carrier (this may vary\nfor rail, vessel, or air) and maintain a copy\nor electronic image of the shipping paper\nfor two years (three years for a hazardous\nwaste). The copies must be accessible at\nor through the principal place of business\nand must be made available if requested\nby an authorized official of a Federal, State,\nor local government agency at reasonable\ntimes and locations. See §172.201 for specific\nrequirements.\nEMERGENCY RESPONSE\nINFORMATION\nShipments of hazardous materials must\ninclude emergency response information\non the shipping paper itself or a separate\ndocument. This emergency response\ninformation is used in the event of an\nincident involving hazardous materials to\nassist emergency responders at the scene.\nAt a minimum, this information must include:\n(1) the Basic Description (including technical\nname, if applicable), (2) immediate hazards\nto health, (3) risks of fire or explosion,\n(4) immediate precautions to be taken in\nthe event of an accident or incident, (5)\nimmediate methods for handling fires, (6)\ninitial methods for handling spills or leaks in\nthe absence of fire, and (7) preliminary first\naid measures. For additional and specific\nrequirements, check Part 172, Subpart G of\nthe HMR.\nEMERGENECY RESPONSE\nTELEPHONE NUMBER\nShipping papers must contain an\nemergency response telephone number\nunless specifically excepted in §172.604.\nThis number must include the area code\nor international access code, as applicable,\nand be monitored at all times while the\nmaterial is in transit or in storage incidental\nto transportation. The person answering\nmust be knowledgeable of the hazardous\nmaterials being shipped, or have immediate\naccess to a person with such knowledge.\nThe person must be able to assist first\nresponders at the scene of an incident\ninvolving the hazardous materials (e.g., fire\nor explosion hazards, protective clothing\nrequired, and evacuation distances).\nAnswering services, answering machines,\nbeepers, or telephone numbers that require\na call back are not permitted.\nThe emergency response telephone number\nmust be entered immediately following the\nshipping description for the material or\nentered once in a prominent area on the\nshipping paper that is clearly visible and\neasily identified, for example: “EMERGENCY\nCONTACT: XXX-XXX-XXXX.” If the number\nis placed in one location, it must apply to\nall the hazardous materials described on\nthe shipping paper. If separate telephone\nnumbers are needed for different materials,\nthe corresponding emergency response\nnumber must be entered immediately after\nthe shipping description to which it applies.\nThe telephone number may be the number\nof the person offering the shipment or the\nnumber of a hired third-party provider as\nlong as the person monitoring it has the\nmost current information from the offeror on\nthe material and accepts responsibility for\nproviding this information in an emergency.\nNote that many third-party providers require\na contract/fee to provide this service. If a\nthird-party emergency response provider\nis used, the person who is registered with\nthe provider must be identified by name,\ncontract number, or other unique identifier\non the shipping paper directly before, after,\nabove, or below the emergency response\nnumber.
