To Whom It May Concern:
By means of this letter, I, Benjamin D. Kochman, Deputy Administrator, performing the duties
of the Administrator of the Pipeline and Hazardous Materials Safety Administration (the
Delegating Official), delegate the authority herein described to Keith Coyle, Chief Counsel (the
Delegate), on the following terms and conditions:
1. Pursuant to 49 CFR § 1.81 a and PHMSA Delegations of Authority Order 1100.3
(November 9, 2022), the Delegate may, on my behalf, (a) issue PHMSA's response to
a petition for reconsideration of the final rule entitled "Pipeline Safety- Periodic
Standards Update I" (R1N2137-AF18), and (b) in connection with that response, issue
technical corrections within a subsequent final rule in that proceeding.
2. This delegation is effective immediately and shall run until revoked by myself or my
successor.
