Both PHMSA and\nNTSB have identified a need to address\nthe risk models often used by pipeline\noperators in performing risk\nassessments for their IM programs and\nprovide guidance where appropriate.\nNTSB has issued three\nrecommendations to PHMSA in this\narea. NTSB Recommendation P–15–10\nrecommends that PHMSA update\nguidance for gas transmission pipeline\noperators and inspectors on the\nevaluation of interactive threats,\nincluding the listing of all threat\ninteractions that must be evaluated and\nacceptable methods to be used.1 NTSB\nSafety Recommendation P–15–12\nrecommends that PHMSA evaluate the\nsafety benefits of the four risk\nassessment approaches currently\nallowed by the gas integrity\nmanagement regulations; determine\nwhether they produce a comparable\nsafety benefit; and disseminate the\nresults of your evaluation to the\npipeline industry, inspectors, and the\npublic.2 Lastly, NTSB Recommendation\nP–15–13 recommends that PHMSA\nupdate guidance for gas transmission\npipeline operators and inspectors on\ncritical components of risk assessment\napproaches, including (1) methods for\nsetting weighting factors, (2) factors that\nshould be included in consequence of\nfailure calculations, and (3) appropriate\nrisk metrics and methods for aggregating\nrisk along a pipeline.3 PHMSA is\naddressing these recommendations\nthrough the Risk Modeling Report\nprocess.\nPHMSA organized a Risk Modeling\nWork Group (RMWG) composed of\nrepresentatives of state and federal\npipeline regulators, pipeline operators,\nindustry organizations, national\nlaboratory personnel, and other\nstakeholders. The purpose of the RMWG\nwas to gather information regarding\nstate-of-the-art pipeline risk modeling\nmethods and tools, the use of those\nmethods and tools, and the resulting\ndata in operator IM programs. The\nPipeline Risk Modeling Report provides\nan overview of methods and tools for\nimproved implementation based on the\nresults of the RMWG.
