Background\nPHMSA has long recognized and\ncommunicated the critical importance\nof training and qualifications for\noperator personnel who perform tasks\nrelated to pipeline safety. For example,\nin 1999 PHMSA adopted general\nqualification requirements for all\nindividuals performing covered tasks\nunder § 192.805. PHMSA established\nspecific qualification requirements for\nsupervisory and other personnel with\nIM-assigned tasks under § 192.915 as\npart of the gas transmission pipeline IM\nrule (December 15, 2003, 68 FR 69777).\nSpecifically, PHMSA requires IM\nprograms to assure certain persons have\nappropriate training or experience to be\nconsidered qualified for their areas of\nresponsibility. These requirements\napply to operator and contractor\npersonnel (contractors, suppliers,\nvendors, etc.) who perform certain IM-\nrelated tasks.\nFor supervisory personnel, § 192.915\nrequires that the IM program must\nensure that:\n• Each supervisor whose\nresponsibilities relate to the IM program\npossess and maintain a thorough\nknowledge of the IM program and the\nelements for which the supervisor is\nresponsible; and\n• Any person who qualifies as a\nsupervisor for the IM program has\nappropriate training or experience in the\narea for which that person is\nresponsible.\nFor personnel performing IM-assigned\ntasks, the rule requires an operator’s IM\nprogram to provide criteria for their\ntraining and qualifications. The\nelements of IM covered under § 192.915\napply to individuals who:\n• Conduct assessments;\n• Review and analyze results from\nintegrity assessments; or\n• Make decisions on actions to be\ntaken based on these assessments.\nThe program must also include\ncriteria for the qualification of\nindividuals who:\n• Implement preventive measures\nand mitigative measures to carry out the\nrequirements of the rule, including the\nmarking and locating of buried\nstructures; or\n• Directly supervise excavation work\ncarried out in conjunction with an\nintegrity assessment.\nII. Advisory Bulletin (ADB–2017–02)\nTo: Owners and Operators of Natural\nGas Transmission Pipelines\nSubject: Guidance on Training and\nQualifications for the Integrity\nManagement Program\nAdvisory: PHMSA is issuing this\nAdvisory Bulletin to remind operators\nof natural gas transmission pipelines of\nPHMSA’s expectations regarding how\nmature IM programs should implement\nthe training and qualification\nrequirements included in § 192.915 and\ndiscussed in ASME B31.8S–2004.\nPHMSA’s expectations for operator\nimplementation of each subsection in\n§ 192.915 are outlined as follows:\nSection 192.915—‘‘What knowledge and\ntraining must personnel have to carry\nout an integrity management program?’’\n• This rule requires operator\npersonnel involved in the IM program to\nbe qualified for their assigned\nresponsibilities, including the\nfollowing:\nÆ Personnel qualification\nrequirements must be identified for\nanyone involved in the IM program.\nThis applies to both operator and\ncontractor personnel (contractors,\nsuppliers, vendors, etc.);\nÆ Qualification criteria must include\nminimum requirements for experience\nor training in order to verify individuals\nhave the knowledge and skills necessary\nto perform IM-related tasks; and\nÆ The operator must determine\nwhether qualifications are current.\n• The rule requires operators to verify\nthat the personnel who execute\nactivities within the IM program are\nqualified in accordance with the quality\nassurance process required by\n§ 192.911(l).\n• Documentation of qualification\nmust be maintained in accordance with\nthe operator’s IM program.\nSection 192.915(a)—‘‘Supervisory\nPersonnel’’\nThe regulation covers qualification\nand training requirements for\nsupervisory personnel with\nresponsibilities in an IM program.\n• This rule requires operators to\nverify that the IM program requires\nsupervisory personnel to have the\nappropriate training or experience for\ntheir assigned responsibilities,\nincluding the following:\nÆ Personnel with supervisory\nauthority that relates to the operator’s\nIM process must meet documented\nqualification requirements for the\naspects of the IM program that fall\nunder their authority;\nÆ Qualification requirements must\ninclude minimum requirements for\nexperience or training to verify\nindividuals have the knowledge to\nperform IM-related tasks; and\nÆ Tracking of qualification\ndeficiencies and requalification\nrequirements is essential to verify that\nindividuals in supervisory positions are\nqualified.\nSection 192.915(b)—‘‘Persons who Carry\nout Assessments and Evaluate\nAssessment Results’’\nThe regulation covers qualification\nrequirements for personnel performing\ncertain IM tasks related to the conduct\nof integrity assessments, analysis of\nintegrity assessment results, and the\ndecisions on actions to be taken based\non integrity assessments.\n• This rule requires operators to\nverify the IM program requires\nqualification of personnel who carry out\nassessments and evaluate assessment\nresults, including the following:\nÆ Personnel who carry out or evaluate\nassessment information must meet\ndocumented qualification\nrequirements—this applies to both\noperator and contractor personnel.\nVerDate Sep<11>2014 14:16 Apr 07, 2017 Jkt 241001 PO 00000 Frm 00056 Fmt 4700 Sfmt 4700 E:\\FR\\FM\\10APR1.SGM 10APR1\n\n<<<PAGE 2>>>\n\nFederal Register / Vol. 82, No. 67 / Monday, April 10, 2017 / Rules and Regulations\n17153\nÆ Qualification requirements must\ninclude minimum requirements for\nexperience or training to verify that\nindividuals have the knowledge and\nskills necessary to perform IM-related\ntasks, including analysis, data\nintegration, integrity assessments, and\nassessment results evaluation.\nÆ Qualification requirements must be\nestablished for all tasks necessary to\ncarry out integrity assessments and\nevaluate assessment results, including:\nD Performing the integrity assessment;\nD Evaluating the results of the\nintegrity assessment;\nD Integrating any other available\ninformation or data gathered in\naccordance with § 192.917(b) that is\napplicable to the covered segment being\nassessed; and\nD Deciding on actions to be taken\nbased on these assessments.\nÆ The operator is responsible for\nverifying the qualifications of contractor\npersonnel who conduct essential tasks\nin performing or evaluating\nassessments.\nSection 192.915(c)—‘‘Persons\nResponsible for Preventive and\nMitigative Measures’’\nThe regulation covers qualification\nrequirements for personnel who\nimplement preventive and mitigative\nmeasures and who supervise excavation\nwork carried out in conjunction with an\nintegrity assessment.\n• This rule mandates that operators\nverify their IM program requires\nqualification of personnel who\nparticipate in implementing preventive\nmeasures and mitigative measures,\nincluding: (1) Personnel who mark and\nlocate buried structures, (2) personnel\nwho directly supervise integrity\nassessment excavation work, and (3)\nother personnel who participate in\nimplementing preventive measures and\nmitigative measures.\nÆ Personnel who implement\npreventive measures and mitigative\nmeasures may hold a range of job\npositions, including (but not limited to):\nManagement and technical personnel,\nrisk evaluators, operators, excavation\ncrews, welders, and pipeline safety\nengineers. With respect to these\npersonnel, the rule requires that\noperators:\nD Define the roles and responsibilities\nof personnel implementing preventive\nmeasures and mitigative measures;\nD Define the qualification\nrequirements as they relate to\nimplementing preventive measures and\nmitigative measures; and\nD Verify personnel satisfy the defined\nqualification requirements.\n• The rule requires that qualification\nrequirements be established for all tasks\nrequired to implement preventive\nmeasures and mitigative measures,\nincluding:\nÆ Marking and locating buried\nstructures;\nÆ Supervising integrity assessment\nexcavation work; and\nÆ Applying risk assessment results to\ndetermine what additional preventive\nmeasures and mitigative measures need\nto be implemented for the covered\nsegment being assessed in accordance\nwith § 192.917(c).\nPHMSA inspectors will use this\nAdvisory Bulletin to clarify the intent of\nexisting regulatory language when\nevaluating operator IM program\npersonnel training and qualification\neffectiveness.\nIssued in Washington, DC, on March 29,\n2017, under authority delegated in 49 CFR\n1.97.\nAlan K.
