The old online\nsystem is still available for filing\nsupplemental reports for incidents/\naccidents that occurred prior to January\n1, 2010, and is still the system for filing\nannual reports and Gas Integrity\nManagement Program (IMP) reports.\nIncidents and accidents that were\npreviously filed in hard copy are being\nentered by PHMSA staff and should not\nbe reentered by the operator into the\nsystem. Operators that have already\nsubmitted a hard copy 2010 incident\nreport as previously instructed in ADB–\n10–01 should not re-submit that report\nusing the online system. In ADB–10–01,\nPHMSA announced that the revised\nforms are to be used for all incidents/\naccidents occurring on or after January\n1, 2010. Once all reports received\nin hard copy have been entered by\nPHMSA, operators will be able to\nsubmit supplemental reports online if\nneeded. In addition, PHMSA is aligning\nthe hard copy forms with the new\nonline system by replacing the double\nasterisks with the single asterisks for\nthose data fields deemed required for an\ninitial submission to PHMSA.\nPHMSA notes that for hazardous\nliquid small releases (identified as the\nareas shaded in gray on the hard copy\nversion of the hazardous liquid accident\nform), the new online system will\naccept reporting and does the required\nlogic checks for small releases (those\nunder five barrels that do not involve a\nfatality, injury, property damage of\n$50,000 or more, as described in 49 CFR\n195.50). However, the new online\nsystem does not exclude or hide\nquestions that are not applicable to\nsmall releases.
