Yield strength and tensile strength properties that do not meet the line pipe specification minimums have been reported. This advisory bulletin pertains to microalloyed high strength line pipe grades, generally Grade X-70 and above. The\nevaluation in the Final EIS indicates\nthat none of the alternatives\nsignificantly restrict subsistence\nactivities.\nIf the transfer of title option is\nselected for the acquisition of property\nrights, the lands would change from\nFederal to State ownership. This would\nresult in the loss of Federal subsistence\nregulations applying on those lands and\nthe irreversible loss of opportunities for\na subsistence priority for rural residents\nfrom loss of Federal public lands. A\nlong-term lease or easement would\npreserve opportunities for a subsistence\npriority for rural residents by retaining\nFederal ownership of public lands.\nThe FAA conducted a public hearing\non the Draft EIS October 2, 2008 and\nreceived comments on the Draft EIS\nthrough October 14, 2008. Background\nThe Federal pipeline safety\nregulations in 49 CFR Parts 192 and 195\nrequire operators of natural gas\ntransmission, distribution pipeline\nsystems, and hazardous liquids pipeline\nsystems to use pipe manufactured by a\nlisted specification in the design of\npipelines in accordance with §§ 192.7,\n192.55(a), 192.105, and §§ 195.3,\n195.106, and 195.112.\nDuring pipeline construction in the\nlate-fall of 2008, several recently\ninstalled natural gas transmission\npipeline systems experienced field\nhydrostatic test failures or excessively\nexpanded pipe joints of large diameter,\nmicroalloyed high grade line pipe.\nMetallurgical, mechanical and chemical\ncomposition tests of the line pipe in\nthese cases have shown pipe to have\nyield strengths, tensile strengths and/or\nchemical compositions that did not\nmeet the requirements of the American\nPetroleum Institute, Specification for\nLine Pipe—5L, (API 5L), 43rd edition\nfor the specified pipe grade. API 5L,\nproduct specification level (PSL 2),\nspecifies material requirements in\nSection 6 and inspection and testing\nstandards in Section 9. Even though the\npipe supplier provided the pipeline\nowner or operator with documentation\nthat the pipe that was delivered to the\nowner met these minimum standards,\nsubstandard pipe properties were found\nin some pipe joints. Specifically,\nPHMSA was made aware that some of\nthe line pipe that was installed in these\nprojects had yield strengths that were\nup to 15% below the listed API 5L\nspecification requirements for the\nspecific pipe grade.\nPipeline owners and operators should\nclosely review the manufacturing\nprocedure specifications for the\nproduction and rolling of the steel plate\nor coil that is to be used in the\nproduction of new microalloyed high\nstrength line pipe to ensure that pipe\nsteel was properly rolled into steel plate\nor coil prior to the pipe mill rolling\nprocess. Low yield and tensile\nstrength test results are defined as any\ntest results below the minimum\nspecified yield strength ordered, and\ntensile strengths below those specified\nfor the specified grade. An example of\npipe standard and grades includes API\n5L, PSL 2, X70 and X80; where X–70\ncorresponds to steel achieving a\nspecified minimum yield strength of\n70,000 psi; and so on.\nII. Advisory Bulletin ADB–09–01\nTo: Owners and Operators of\nHazardous Liquid and Natural Gas\nPipeline Systems.\nSubject: Potential Low and Variable\nYield and Tensile Strength and\nChemical Composition Properties in\nHigh Strength Line Pipe.\nAdvisory: The Federal pipeline safety\nregulations in 49 CFR Parts 192 and 195\nrequire operators of natural gas\ntransmission, gas distribution, and\nhazardous liquids pipeline systems to\nuse pipe manufactured by a listed\nspecification in the design of pipelines\nin accordance with §§ 192.7, 192.55 (a),\n192.105, and §§ 195.3, 195.106, and\n195.112.\nPHMSA has identified an integrity\nissue with respect to microalloyed high\ngrade line pipe. Tests that have been\nconducted on line pipe that has been\ninstalled in pipeline systems have\nshown that some of the pipe material\nhas yield strengths, tensile strengths,\nand/or chemical compositions that do\nnot meet the requirements of the\nAmerican Petroleum Institute,\nSpecification for Line Pipe—5L, (API\n5L), for PSL 2 and the specified pipe\ngrade. Pipe joints produced from plate\nor coil from the same heat may exhibit\nvariable chemical and mechanical\nproperties. Yield strengths below the\nminimum specified yield strength have\nbeen reported and yield strengths up to\n15% lower than the strength values on\nthe pipe manufacturer produced mill\ntest report have also been reported. In\nsome cases, the affected pipe may\nsuccessfully pass strength testing\nmethods contained in current\nspecifications but may lead to a future\npipeline integrity issue. The presence of\nlow yield strength line pipe installed in\na pipeline system may result in\nincreased susceptibility to excessive\npipe expansion or rupture during the\npre in-service field hydrostatic strength\ntest.\nPHMSA wants to ensure that owners\nand operators of recently constructed\npipeline systems are aware of the need\nto investigate whether their pipelines\ncontain joints of pipe that do not meet\nminimum specification requirements.\nPipeline owners and operators should\nreview all MPS mill test reports and\nother appropriate documentation with\ntheir pipe suppliers to determine if all\nspecification requirements have been\nmet. Pipeline owners and operators\nshould be aware that small deviations in\nsteel rolling schedule parameters can\nhave a pronounced effect on final\nmechanical properties. The MPS should\nprovide adequate information\nconcerning process details and\ninspection methods to ensure that the\nmaterials are uniform and will meet all\nspecification requirements.\nPHMSA advises pipeline owners and\noperators of in service pipelines to\nreview their pipe specifications, pipe\nsteel making and rolling MPS, pipe mill\ntest reports, deformation tool results and\nall hydrostatic test failure results for\nboth mill and in place hydrostatic tests\nto ensure that inconsistent mechanical\nand chemical properties are not\ninherent in microalloyed line pipe\ngrades on all API 5L—PSL 2, X70 and\nX80 line pipe installed during recent\nconstruction projects.\nPipeline owners and operators should\nconduct technical document reviews on\nall high strength microalloyed line pipe\ninstalled during this period, review\nhydrostatic test failures that occurred on\npipelines installed during this period\nand consider using methods to detect\npipe expansion such as running\ndeformation tools that detect expanded\npipe in these systems if they have any\nknowledge, findings or pipe history that\nlead them to believe their newly\nconstructed high grade line pipe\nsystems contain line pipe joints that do\nnot meet specification requirements.\nShould a pipeline owner or operator\nhave knowledge of other high grade\npipe vintages supplied at early dates\nthat are in their operating systems that\nmay have this problem, they should\nconsider conducting reviews as\ndescribed above with these operating\npipelines to ensure that operating\npressures and anomaly repair\nprocedures are not being conducted\noutside of their 49 CFR Parts 192 and\n195 Code parameters.\nAuthority: 49 U.S.C. chapter 601 and 49\nCFR 1.53.\nIssued in Washington, DC, on May 14,\n2009.\nJeffrey D.
