Background\nThe Federal hazardous liquid pipeline\nsafety regulations at 49 CFR 195.452\nrequire hazardous liquid pipeline\noperators to assess, evaluate, remediate\nand validate, through comprehensive\nanalysis, the integrity of hazardous\nliquid pipeline segments that, in the\nevent of a leak or failure, could affect\npopulated areas, areas unusually\nsensitive to environmental damage and\ncommercially navigable waterways. OPS\nhas identified these High Consequence\nAreas in its National Pipeline Mapping\nSystem (NPMS).\nUpdated digital mapping data to\ndelineate high consequence areas for\nuse in geographic information systems\nis now available for high population\nareas, other populated areas, and\ncommercially navigable waterways.\nPopulation information updates are\nbased on data from the U.S. Census\nBureau’s TIGER 2000 datasets. Updates\nfor commercially navigable waterways\nare based on the 2002 version of the\nNational Waterways Network as\nprovided by the Bureau of\nTransportation Statistics.
