Background\nThe purpose of this advisory bulletin\nis to warn all operators of gas and\nhazardous liquid pipelines in the Gulf\nof Mexico and adjacent state waters that\npipeline safety problems may have been\ncaused by the passage of Hurricane Ivan\non September 16, 2004. RSPA received\nseveral reports of damage to pipeline\nfacilities in the offshore and inland\nareas of Louisiana, Mississippi,\nAlabama, and the Florida Panhandle.\nIt was reported in newspapers that\nofficials with Houston-based\nTransocean found the semi-submersible\ndrilling rig Deepwater Nautilus late\nThursday, 70 miles from its original\nmooring site south of Mobile, Ala. No\ncrew was aboard the rig, which likely\nrode through winds in excess of 140\nmph and seas as high as 40 feet. The rig\nis built to handle winds of 120 mph,\naccording to company data.\nIt was also reported that Diamond\nOffshore Drilling reported one of its rigs,\nthe Ocean Star, was found drifting 12\nmiles from its mooring 80 miles south\nof Mobile, Ala.\nEnergy companies evacuated workers\nfrom 545 platforms and 69 drilling rigs\nin the Gulf, shutting in almost 4 million\nbarrels of oil and 17 billion cubic feet\nof natural gas according to the U.S.\nDepartment of the Interior’s Minerals\nManagement Service.\nThe Federal pipeline safety\nregulations at 49 CFR parts 192 and 195\nrequire operators to shut down and start\nup pipeline facilities in a safe manner\nand to conduct periodic pipeline patrols\nto detect unusual operating and\nmaintenance conditions and to take\ncorrective action if conditions are\nunsafe. Because this patrolling is\ngenerally by aircraft, pipelines exposed\nor damaged on the sea floor may not be\nvisually detected. It is likely that some\npipeline facilities and pipelines located\nin the area of Hurricane Ivan’s impact\nare damaged or exposed.\nThe gas and hazardous liquid pipeline\nsafety regulations require that operators\nmitigate the safety condition if a\npipeline facility is damaged or if a\npipeline is exposed on the sea floor or\nconstitutes a hazard to navigation. And, pipelines\nthat are a hazard to navigation must be\npromptly reported to the National\nResponse Center (NRC) at 1–800–424–\n8802.\nII. Advisory Bulletin (ADB–04–04)\nTo: Owners and operators of gas and\nhazardous liquid pipeline systems.\nSubject: Potential for damage to\npipeline facilities caused by the passage\nof Hurricane Ivan.\nAdvisory: All operators of gas and\nhazardous liquid pipelines in the Gulf\nof Mexico and adjacent state waters are\nwarned that pipeline safety problems\nmay have been caused by the passage of\nHurricane Ivan on September 16, 2004.\nRSPA received several reports of\ndamage to pipeline facilities,\nparticularly offshore Louisiana.\nPipeline operators should consider\ntaking the following actions regarding\nthe gas and hazardous liquid pipelines\nlocated in areas impacted by Hurricane\nIvan:\n1. Identify persons who normally\nengage in shallow water commercial\nfishing, shrimping, and other marine\nvessel operations and caution them that\nsubmerged offshore pipelines may have\nbecome unprotected on the sea floor.\nMarine vessels operating in water\ndepths comparable to a vessel’s draft or\nwhen operating bottom dragging\nequipment can be damaged and their\ncrews endangered by an encounter with\na submerged pipeline.\n2. Identify and caution marine vessel\noperators in offshore shipping lanes and\nother offshore areas where Hurricane\nIvan may have affected a pipeline that\ndeploying fishing nets or anchors, and\ndredging operations may damage the\npipeline, their vessels, and endanger\ntheir crews.\n3. In the process of bringing offshore\nand inland transmission facilities back\nonline, operators are advised to check\nfor structural damage to piping, valves,\nemergency shutdown systems, risers\nand supporting systems. Aerial\ninspections of pipeline routes should be\nconducted to check for leaks in the\ntransmission systems. In areas where\nfloating and jack-up rigs have moved\nand their path could have been over the\npipelines, operators are advised to\nreview possible routes and to check for\nsub-sea pipeline damage where\nrequired.\n4. Identify and correct any conditions\non the pipeline that violate the Federal\npipeline safety regulations. (49 U.S.C.\nChapter 601; 49 CFR 1.53).\nStacey L.
