The fee provides funds for grants distributed\nto States, Indian tribes, and nonprofit organizations for hazardous materials\nemergency response planning and training, and to certain professional\norganizations for training purposes. This program began in 1992 and is\nadministered by DOT's Pipeline and Hazardous Materials Safety Administration\n(PHMSA). This brochure will discuss who must register, when and how to\nregister, the cost of registration, and other important information.\nNEW PHMSA PORTAL LOGIN REQUIREMENTS\nThe PHMSA Portal has implemented Multi-Factor Authentication (MFA), which\nis an extra level of security. All external/non-DOT users must now register with\nLogin.gov prior to accessing the online registration system via the PHMSA\nPortal (http://portal.phmsa.dot.gov). If you need login assistance or have\nproblems with getting logged into the portal, please contact our Portal Support\nTeam at PortalSupport@dot.gov.\nNew Users must:\n1. 2. 3. 4. Click “Sign in with Login.gov” button.\nAfter you are logged in, click “Create an account” button.\nPut your email address, click the check box, and then click “Submit” button.\nAn email will be sent to the registrant from login.gov to confirm their email\naddress.\n5. The registrant will need to open the email and click “Confirm email\naddress” button.\n6. 7. The registrant will then need to create a strong password – must be 12\ncharacters long or more. Once you see Password strength is “Good” or\nbetter, you can click “Continue” button.\nSelect “Text or voice message” option and click “Continue” button for\nauthentication.\n8. 9. Hit continue to add phone number for authentication code to be sent.\nAfter the code is received from your phone, enter the code in the page. And\nthen click “Submit” button.\n10. Hit “skip for now”, then agree and continue (at this point your login be\ncreated and authenticated to come back to our Portal Site).\nPHMSA | 2024-2025 Hazardous Materials Registration Information\n1\n\n<<<PAGE 3>>>\n\nExisting Users must:\n1. 2. Click “Sign in with Login.gov” button.\nAfter you are logged in, enter email address and password. And then click\n“Sign in” button.\n3. After the code is received from your phone, enter the code in the page. And\nthen click “Submit” button.\n4. Click “Agree and Continue” button to come back to our Portal site.\nRULEMAKING FOR REGISTRATION FEE CHANGES\n•\nPHMSA is in the process of adjusting to our statutorily mandated\nregistration and fee assessment program for persons who transport or\noffer for transportation certain categories and quantities of hazardous\nmaterials. While PHMSA has initiated the rulemaking process, there\nwill be no changes for the 2025-2026 registration year. PHMSA\nhas initiated the rulemaking process, published an Advanced Notice of\nProposed Rulemaking (ANPRM), and held a Public Meeting to solicit public\ninput on possible changes to the registration fee structure. For additional\ninformation and access to the dockets, go to https://www.regulations.gov\nor DOT’s Docket Operations Office. The docket number for this rulemaking\nactivity is PHMSA-2022-0033 (HM-208J). So far, PHMSA has initiated the\nrulemaking process, published an Advanced Noticeof Proposed Rulemaking\n(ANPRM), a Notice of Proposed Rulemaking (NPRM), and held a Public\nMeeting to solicit public input on possible changes to the registration fee\nstructure.\nELIMINATION OF PAPER CHECK SUBMISSIONS\n•\n•\nU.S. Department of the Treasury (“Treasury”) plans to phase out paper\nchecks in favor of electronic payment due to the continued rising cost\nof maintaining a paper system. Treasury has indicated it will no longer\nbe servicing the PHMSA lockbox because of the small number of check\npayments using the system.\nPaper check submissions will continue to be accepted for hazardous\nmaterials registration. However, the increased use of electronic payments\nmade online versus mailed-in paper checks greatly minimizes the need to\nmaintain a lockbox, and to meet the lockbox closure initiative by Treasury,\nPHMSA encourages registrants who utilize paper check submissions to\ntransition over to electronic submissions.\n2\n\n<<<PAGE 4>>>\n\nTHIRD PARTY SERVICES\nPHMSA recommends completing Registration requirements via the PHMSA\nwebsite. The PHMSA Portal is the primary method for Registration. Online\nsubmissions are the preferred and fastest method, but paper submissions are still\nacceptable for this Registration Year. Please do not submit payments through\nthird party companies providing PHMSA HAZMAT Registration Services. While\nusing these services are not restricted, many of these services add additional fees\nand increase your registration payment(s). The PHMSA Portal is the primary\nmethod for submitting your Registration Statement. If you are submitting\nyour Registration Statement online please make sure that you only submit your\nHAZMAT registration through the Pipeline and Hazardous Materials Safety\nAdministration (PHMSA) Portal on the official United States Government\nPHMSA Portal website at https://portal.phmsa.dot.gov to ensure that the\nappropriate fees are paid without unnecessary additional charges. Always check\nthe Registration fees prior to submission and contact PHMSA if you have any\nquestions or concerns.\nREGISTRATION TIPS\nThe Early Registration Period for the 2025-2026 Registration Year begins on\nMay 1st. Please DO NOT submit your registrations for the 2025 registration year\nprior to May 1st. Registrations submitted before this date will NOT be processed,\nwhich could cause possible delays and registration errors. The 2025 registration\nyear officially begins on July 1st through June 30th of the following year.\n1. 2. 3. 4. To register\nonline, enter through the PHMSA Portal at: https://portal.phmsa.dot.gov.\nRegistration information is protected in accordance with DOT policy. This\nyear we have added a disclaimer asking registrants to consider not using\npersonal email addresses, which are a form of Personally Identifiable\nInformation (PII), when completing the Registration Statement. This is\noptional and not a requirement, but the information may be viewed publicly\nunder a Freedom of Information Act (FOIA) request. B. C. D. E. F. A highway route-controlled quantity of a Class 7 (radioactive) material, as\ndefined in 49 CFR § 173.403. A “highway route-controlled quantity” may be\nshipped by highway, rail, air, or water.\nMore than 25 kilograms (55 pounds) of a Division 1.1, 1.2, or 1.3 (explosive)\nmaterial (49 CFR § 173.50) in a motor vehicle, rail car, or freight container.\nMore than one liter (1.06 quarts) per package of a material extremely toxic\nby inhalation (that is, a “material poisonous by inhalation” that meets the\ncriteria for “hazard zone A” as specified in 49 CFR § 173.116(a) for gases or\n§ 173.133(a) for liquids).\nA hazardous material (including hazardous wastes) in a bulk packaging\nhaving a capacity equal to or greater than 13,248 liters (3,500 gallons) for\nliquids or gases or more than 13.24 cubic meters (468 cubic feet) for solids.\nPlease note that a person who offers or transports a hazardous material in\na bulk packaging with a capacity greater than 3,500 gallons or 468 cubic\nfeet must register, even if placards are not required (for example, a Class 9\nmaterial).\nA shipment in other than a bulk packaging of 2,268 kilograms (5,000\npounds) gross weight or more of one class of hazardous materials (including\nhazardous wastes) for which placarding of a vehicle, rail car, or freight\ncontainer is required for that class.\nA quantity of hazardous material that requires placarding. The placarding\nrequirements are set forth in 49 CFR 172 Subpart F. Note that the\ntransportation of any quantity of a hazardous material, other than Division\n6.2 and Class 9 materials, in a bulk packaging requires placarding and\ntherefore registration. This includes residues that remain in an un-purged\ntank truck or rail tank car. Persons who return such packagings are required\nto register as offerors of a placarded shipment of hazardous materials.\nSince the beginning of the program in 1992, activities in Categories A through\nE above have required registration by law. Category F was added by regulation\nbeginning with the 2000–2001 registration year. If you engaged in any of the\nhazardous materials activities in categories A through E in “Who Must Register”\n(above) in registration years before 2000–2001, or if you engaged in any of the\nactivities in categories A through F in registration years 2000–2001 through\npresent, but did not register, you must do so now.\n6\n\n<<<PAGE 8>>>\n\nExceptions to the Registration Requirements\nThe following are specifically excepted by statute or regulation from the\nregistration requirements:\nA. C. E. Agencies of the Federal government.\nB. Agencies of states.\nAgencies of political subdivisions of states.\nD. Tribes and tribal governments.\nEmployees of those entities listed in [A], [B], [C], or [D] who offer or\ntransport hazardous materials as part of their official duties.\nF. Hazmat employees, including the owner-operator of a motor vehicle that\ntransports hazardous materials in commerce if that vehicle, at the time of\nthose activities, is leased to a registered motor carrier under a 30-day or\nlonger lease as prescribed in 49 CFR Part 376 or an equivalent contractual\nagreement.\nG. A person who offers hazardous materials for transportation to the United\nStates solely from locations outside of the United States, when that person\nis domiciled outside the United States, in a country that does not impose\nregistration or a fee on U.S. companies for offering hazardous materials into\nthat country.\nH. A farmer who offers or transports only hazardous materials that are used\nin direct support of his or her farming operations and who is not engaged\nin activities included in categories A through E described in “Who Must\nRegister” above.\nSpecial Registration Information for Farmers\nA farmer must register if he or she:\n1. 2. Offers or transports hazardous materials that require placarding that are not\nin direct support of his or her farming operation. For example, a farmer who\noffers or transports home heating fuel for commercial purposes in quantities\nrequiring placarding must register.\nOffers or transports for any purpose any of the hazardous materials included\nin categories A through E of “Who Must Register” (above). For example, a\nfarmer who transports 55 lbs., or more of a Division 1.1 explosive, even if\nthe explosive is to be used in direct support of his or her farming operations,\nmust register.\nPHMSA | 2024-2025 Hazardous Materials Registration Information\n7\n\n<<<PAGE 9>>>\n\nSpecial Registration Information for Water Transportation\nThe Hazardous Materials Regulations (HMR) apply to persons who offer\nhazardous materials for transport by highway, rail, water, or air. Water\ntransportation does not include hazardous materials loaded or carried on board a\nvessel without the benefit of containers or labels and received and handled by the\nvessel carrier without mark or count. This type of shipment, for which the vessel\nis the container, such as liquefied natural gas or oil tanker vessels, is under the\nauthority of the U.S. Coast Guard in the U.S. Department of Homeland Security.\nYou must register if you engage in any of the activities discussed in “Who Must\nRegister” (above), and you are:\n1. A merchant vessel carrier transporting, transiting, or transshipping\nhazardous materials within 12 miles of the U.S. coast.\n2. A Federal, State, or local government contractor performing activities listed\nin the “Who Must Register” (above).\nSpecial Registration Information for Hazardous Waste\nGenerators\nAll hazardous wastes subject to the Hazardous Waste Manifest Requirements of\nthe U.S. Environmental Protection Agency are hazardous materials. A hazardous\nwaste generator must register if it meets the requirements identified above in\n“Who Must Register.”\nWHEN DO I NEED TO REGISTER?\nEach registration year is the one-year period from July 1 to June 30. The\ncompleted 2025-2026 (or 2025-2027 or 2025-2028) registration statement and\npayment must be submitted before July 1, 2025, or before engaging in any of the\nactivities requiring registration, whichever is later.\nYou must have the U.S. Department of Transportation (DOT) Certificate and\nregistration number before you begin to offer or transport any hazardous\nmaterials within the United States. If you need to obtain a registration number\nimmediately, please register on-line. It may take up to eight weeks to complete\nprocessing if you register by mail.\n8\n\n<<<PAGE 10>>>\n\nHOW DO I COMPLETE THE REGISTRATION FORM?\nAll applications must be submitted on Form DOT F 5800.2 (revised 3/2021),\navailable on our website. PHMSA will not process applications submitted\non earlier forms. The following instructions apply to both on-line and paper\napplications, although the order of the questions may vary. You will receive a new\nregistration number for each properly completed registration.\nItem 1: Type of Registration\nIndicate the type of registration you are making: initial, renewal, or amendment.\nPlease mark only one category. If you mark more than one category, it will delay\nthe processing of your registration.\nInitial Registration: Select this if you are a first-time registrant. (If you are\nusing a paper application, leave the space for “Current Registration #” blank.)\nRenewal of Registration: Select this if you have registered in one or more\nprevious years. Enter your most recently issued registration number as the\n“Current Registration #.” You may use a prior registration number to search for\nyour company on the on-line company search page, which can be found at:\nhttps://portal.phmsa.dot.gov/HazmatRegistrationSearch/faces/jsp/search.jspx\nAmendment to Registration: You must amend your registration statement\nwithin 30 days if there is a change in your company’s name or principal place\nof business. (PHMSA also appreciates contact information updates.) There is\nno additional fee for filing an amendment. To submit an amendment, select\nthe “Amendment” tab. For best results, enter only one of the following fields:\nCompany Name, Registration ID or HM Company ID. Click “Details” to view/\nprint certificate, hit the “Amend” button to make changes to your registration,\nwhich is located at the bottom of the screen. Once you have finished your\namendment, click OK and you will receive a “Thank you” prompt. Special Note:\nIf amending your registration by mail, there will be a delay in processing your\namendment. Please attach a copy of the original certificate of registration to the\namended form.\nMergers and Acquisitions: Your registration is not an asset and cannot be\nsold or transferred as a part of any business transaction. If the requested changes\nresult from alterations to the corporate structure of the registrant, then e-mail an\nexplanation of the circumstances to Register@dot.gov to determine whether an\namendment is appropriate.\nItems 2–5: Identifying Information\nCompany Name and Address of Registrant: Enter your company name and the\nmailing address of the principal place of business. If your physical address is\ndifferent from the mailing address, supply the physical address in the indicated\nPHMSA | 2024-2025 Hazardous Materials Registration Information\n9\n\n<<<PAGE 11>>>\n\nplaces. If your mailing address is a P.O. Box, you must supply a physical address.\nIf your company is operating under a “Doing Business As” name, you may use\nthe name that is most appropriate for your business, but you must use the same\nname each time. PHMSA will mail correspondence to this mailing address.\nRegistrant’s DOT Number, MC/MX Number, or Railroad Alphabetic Code: If you\nhave any of these identifiers, enter them; otherwise, leave these spaces blank.\nThe DOT number or MC/MX number may be verified or obtained at the Federal\nMotor Carrier Safety Administration's website: https://safer.fmcsa.dot.gov.\nDo not enter a PHMSA Registration number as the DOT number.\nMode(s) Used to Transport Hazardous Materials: Check all the ways you moved\nhazardous materials during the calendar year ending last December. If you are\na carrier, mark only the mode(s) you used to transport hazardous materials. If\nyou are a shipper or other offeror, check all modes used to transport shipments\noffered by your company.\nItems 6–8: Registration Fees and Payment\nNorth American Industry Classification System (NAICS) Code: Enter the six-digit\nNAICS code that best describes the primary business activity (industry group) of\nyour company. The Census Bureau's website provides a complete, searchable list\nof codes (last revised in 2017) at: https://www.census.gov/eos/www/naics/.\nU.S. Small Business Administration (SBA) Size: Indicate whether your company\nmeets the SBA size standard for a small business for the appropriate industry\ngroup. See page 13 for information on how to determine the size of your business.\nNot-for-Profit Organization: Indicate whether you are a not-for-profit\norganization. A not-for-profit organization is an organization exempt from\ntaxation under 26 U.S.C. § 501(a), which exempts organizations described in\nsubsection (c) or (d), unless the exemption is denied under sections 502 or 503.\nRegistration Period: Fill in the appropriate years for the beginning and ending\ndates of the registration period for which you are registering. The current one-\nyear period is from July 1, 2025, through June 30, 2026; a two-year period is\nfrom July 1, 2025, through June 30, 2027; and a three-year period is from July\n1, 2025, through June 30, 2028. Multi-year registrations are accepted only for\nyears since 2000–2001. PHMSA will not process applications without a valid\nRegistration Period indicated.\nRegistration Fees: Registration and full-fee payment are required of any person\nengaging in any of the specified activities at any time during the registration year.\nThe fee is not prorated for registrations submitted after July 1.\n10\n\n<<<PAGE 12>>>\n\nSince the 2000–2001 registration year, the amount of the annual registration\nfee is dependent upon the size and nature of the business. The fees for year\n2025–2026 are $250 for small businesses and not-for-profit organizations,\nand $2,575 for all others. All applicants must also include a processing fee for\neach registration statement submitted. For registration years 2000–2001 and\nlater, the processing fee is $25 for each registration statement filed, and a single\nstatement may be filed for one, two, or three registration years. For registration\nyears 1999–2000 and earlier, the processing fee is $50 for each registration\nstatement filed, and a separate statement must be filed for each registration\nyear. Please refer to the fee tables on page 15 of this brochure for multi-year and\nretroactive registration fees. If you are registering on-line, the amount due will\nautomatically display according to the registration period and business category\nindicated. If you are registering by mail, enter the amount due in the space\nlabeled “Total Amount Due for this Registration.”\nIf you are registering for multiple years or for past years by mail, check the\n“Registration Fee Tables” section carefully for the appropriate fee. The SBA size\nmust be indicated for the application to be processed for years after 1999–2000.\nEven if you are registering for past years, you must use your current business size.\nItem 9: Prior-Year Survey Information\nUse this part of the form to record your hazardous materials activities during the\nprior calendar year ending December 31. If you engaged in none of the hazardous\nmaterials activities described here last year, mark category G.\nShipments of materials included in categories A through E should not be included\nin category F, even though in most instances such shipments require placarding.\nIf your only activity is shipping or carrying hazardous materials in quantities\nthat require placarding that are not included in categories A through E, mark\nonly category F. Activity in category F requires registration only beginning with\nregistration year 2000–2001. If you are registering for a year prior to 2000–\n2001, you do not need to mark category F, even if you engaged in that activity\nduring the applicable preceding calendar year.\nFor each of the categories A, B, C, D, E, or F that you marked, also indicate\nwhether you handled the hazardous materials as a Shipper, Carrier, or Other.\nCheck as many as apply. “Other” should be marked by persons other than the\nshipper or carrier who perform or are responsible for performing any of the pre-\ntransportation functions required by the HMR. This includes freight forwarders,\nagents, freight consolidators, etc.\nBelow the categories of activities, there is a list of the U.S. states and territories.\nSelect the abbreviation for each state or territory in which you engaged in any of\nthe six categories of activities. If you checked “carrier,” check or circle all states\nin which you operated as a carrier of any category of hazardous material. If you\nindicated “shipper” or “other,” check or circle only those states from which you\nPHMSA | 2024-2025 Hazardous Materials Registration Information\n11\n\n<<<PAGE 13>>>\n\noffered hazardous materials; you need not indicate states to which or through\nwhich the materials were transported. Registrants operating in all of the “lower\n48” states may indicate “48 Contiguous States.” (This excludes Alaska, Hawaii,\nthe District of Columbia, and the five U.S. territories, which must be indicated\nindividually, if appropriate.)\nItem 10: Certification of Information\nAn appropriate representative of the registrant should sign this certification.\nSigning your name certifies that the information on this form is true, accurate,\nand complete. Entering your name, telephone number, and e-mail address on the\non-line form is the equivalent of signing the paper form, and is legally binding.\nBe advised that false statements may violate Federal law (18 U.S.C. § 1001).\nComplete the fields for the signer’s name, telephone number, and e-mail address.\nEnter the date the certification is signed. Correspondence regarding registration,\nincluding next year’s form and instructions, will be addressed to this individual.\nThe e-mail address will be used only for purposes directly related to PHMSA’s\nhazardous materials safety programs, including the registration program\nDESIGNATED AGENT\nAll non-US resident companies applying for a Hazardous Materials Registration\nCertificate must designate a US Agent of Service. The purpose of a designated\nagent is to receive documents on behalf of a company domiciled outside of the\nUnited States. The designated agent can be a person or business who is not\nconnected to your company. Once you have located a potential designated agent,\nplease ensure they have reviewed PHMSA’s requirements for US Designated\nAgents in 49 CFR § 105.40. No.”) as proof of\nregistration.\nPrinciple Place of Business: Copies of the registration statement and the\ncertificate of registration must be kept for three years and must be available for\ninspection if requested.\nAre there penalties for failing to register, or for registering with\nthe wrong SBA size standard?\nThe requirement to register is based on the Federal hazmat law.
