(1) Respondent offered two out of test tanks with hazard class 3, PG II, material which was in violation of 49 C.F.R. §§ 171.2(a); 173.32(e); 173.242(c); 180.605(a), (g), and (h). (2) Packing was unauthorized and certificate which accompanied the shipment was out of date or after the date the inspection was performed - Certification was in direct conflict with (MSDS) Material Safety Data Sheet which was in violation of 49 C.F.R. §§ 171.2(a), 173.1, 173.22(a), 173.201(a), 173.202(c).
