Cause detail: ROUTINE OR NORMAL FISHING OR OTHER MARITIME ACTIVITY NOT ENGAGED IN EXCAVATION

Cause detail: ON THE MORNING OF NOVEMBER 17, 2014, A LARGE BARGE WAS BEING PUSHED BY A TUG IN 15 FOOT SEAS WHEN THE TUG LOST POWER. THE TUG COULD NOT REGAIN POWER IN A TIMELY MANNER. AN ANCHOR WAS DROPPED WHICH SNAGGED TEXAS EASTERN TRANSMISSION LP'S 16-INCH LINE 41-A-5 NATURAL GAS TRANSMISSION PIPELINE IN EAST CAMERON BLOCK 321. THE ANCHOR COMPLETELY SEVERED THE PIPELINE CAUSING A SUBSTANTIAL RELEASE OF NATURAL GAS.
