THE OPERATORS WERE DIRECTED TO PERFORM AN HOURLY INSPECTION OF THE TANK TO LOOK FOR LEAKS OR ISSUES DURING THE INITIAL FILL. DURING THE HOURLY INSPECTION, OIL WAS DISCOVERED IN THE TANK DIKE.
