IT WAS DETERMINED THAT A RELIEF VALVE BETWEEN STAGE 1 COMPRESSION AND STAGE 2 COMPRESSION ON UNIT 3C HAD FAILED, LEAKING GAS OUT THROUGH ITS VENT STACK.
