Records may be supplemented or corrected and do not represent final agency causal findings.\n\nReport number: 20210011.\n\nOperator ID: 32011.\n\nReported incident date: 1/25/2021 13:00.\n\nCause detail: EXTERNAL CORROSION\n\nCause detail: ON JANUARY 26, 2021, A FIELD TECHNICIAN WAS PERFORMING DAILY GAUGING ALONG THE 6\" EMSC TO MONUMENT LINE AND, UPON COMPLETING THEIR REPORT, IDENTIFIED AN IMBALANCE IN THEIR FINAL NUMBERS (BEING SHORT 821 BBLS). THE TECHNICIAN IMMEDIATELY BEGAN DRIVING THE LINE WHEN THEY CAME ACROSS THE POINT OF RELEASE. THE TECHNICIAN THEN CONTACTED BOTH THE CONTROL CENTER (IN ARTESIA, NM) AND THEIR IMMEDIATE SUPERVISOR AT APPX. 10:55 MST TO CONFIRM A PRODUCT RELEASE OF SOUR CRUDE. THE TECHNICIAN THEN BEGAN SHUTTING DOWN MOVS ALONG THE IMPACTED AREAS OF THE LINE; ALL OF WHICH WAS COMPLETED BY APPX. 11:52 MST. SHORTLY THEREAFTER, VAC TRUCKS BEGAN TO ARRIVE ONSITE TO START REMOVAL OF FREE LIQUIDS. TO NOTE, WHILE THIS IS A NON-REGULATED ASSET, DUE TO INITIAL INTERPRETATION OF NEW LANGUAGE WITHIN 49 CFR 195.15 THAT TOOK EFFECT ON JANUARY 1, 2021; THIS INCIDENT WAS REPORTED TO THE NRC AT APPX. 11:50 MST. SUBSEQUENTLY, IT WAS CLARIFIED (BY DOT/PHMSA) THAT IMMEDIATE NOTIFICATION WAS NOT REQUIRED AND ONLY A 30-DAY WRITTEN REPORT WOULD NEED TO BE SUBMITTED. ADDITIONALLY, AT APPX. 12:36 MST, TELEPHONIC NOTIFICATION WAS ALSO MADE TO THE NEW MEXICO OIL CONVERSATION DISTRICT (NMOCD). ROOT CAUSE IS DETERMINED TO BE AS A RESULT OF EXTERNAL CORROSION.","truncated":false,"body_characters":1795}
