THE PROJECT REQUIRED THE LINE TO BE CUT OPEN IN ORDER TO MOVE IT. PRODUCT HAD BEEN DRAINED OUT OF THE LINE. HOWEVER, WHILE THE LINE WAS BEING CUT OPEN THE BOTTOM PORTION OF THE LINE BROKE OPEN AND THE PIPE DROOPED INTO A \"V\" SHAPE WITH A DEFLECTION OF APPROXIMATELY 3 INCHES, ALLOWING PRODUCT TO FLOW OUT FASTER THAN THE VACUUM TRUCK INTO WHICH PRODUCT WAS BEING DRAINED-UP COULD HANDLE. RELEASED PRODUCT WAS ISOLATED IN THE PIPELINE DITCH AND RECOVERED. IMPACTED SOIL WAS REMEDIATED FOLLOWING COMPANY AND STATE APPROVED ENVIRONMENTAL PRACTICES. THE LINE WAS REPAIRED WITH PRETESTED PIPE AND THE RELOCATION PROJECT WAS SUCCESSFULLY COMPLETED.\n\nPHMSA trend classification: not significant, not serious.\n\nPHMSA standardized cause: INCORRECT OPERATION — OTHER INCORRECT OPERATION.\n\nPHMSA indexed costs: $25,025 reported total cost, $13,811.87 in 1984 dollars, $34,014.385 in current-year dollars.\n\nPHMSA trend flags, standardized causes, and indexed costs are analytical fields added to operator-reported incident data. They do not represent final agency causal findings.","truncated":false,"body_characters":1625}
