COMPANY PERSONNEL CONFIRMED NATURAL GAS WAS BEING RELEASED AT A SLOW RATE FROM THE TEXAS EASTERN TRANSMISSION, LP 30-INCH LINE 10 AT MILEPOST 307.70. SPECTRA ENERGY EXCAVATED THE PIPELINE AND DETERMINED THE LEAKS WAS THE RESULT OF A CRACK IN THE GIRTH WELD. METALLURGICAL TESTING DETERMINED THE CRACK WAS CAUSED BY A WELD DEFECT (LACK OF PENETRATION) THAT WAS SUBJECTED TO SECONDARY LOADING.
