Cause detail: WELDER WAS TACKING A TOR FITTING ONTO THE LINE TO ASSIST IN RELIEVING VAPORS IN THE PIPE AS PART OF THE PROCESS OF EMPTYING CONTENTS OF PIPE IN PREPARATION FOR CONDUCTING A HYDROSTATIC TEST OF THE PIPELINE SEGMENT WHEN THE PIPE BEGAN MOVING AND MAKING A NOISE. THE PIPE SUBSEQUENTLY EMERGED FROM THE EXCAVATED TRENCH AND BOWED, CREAKING A CRACK ON THE BOTTOM OF THE PIPE. THE PIPE SEGMENT WAS REMOVED FROM THE LINE AND SENT FOR METALLURGICAL ANALYSIS. REPAIR WAS MADE BY INSTALLING A NEW PIECE OF PIPE AND THE HYDROSTATIC TEST CONTINUED.
