THE SOURCE WAS AN ESD BLOW DOWN VALVE. A DOWNSTREAM VALVE WAS CLOSED TO STOP THE RELEASE. THE ESD PNEUMATIC CONTROL VALVE THAT INITIATES THE VALVE THAT WAS VENTING WAS REMOVED AND INSPECTED, THEN REBUILT WITH THE MANUFACTURER'S REPAIR KIT.
