It is your\nopinion that usage of the word \"empty\" as additional information\nshipping paper is consistent with the meaning of the word\n\"residue\" as required by § 172.203 (e) (2) in the phrase \"RESIDUE:\nLAST CONTAINED * * *\nshipping paper as additional information.
