In your letter you reference\n\"Flammable liquids n.o.s., 3, UN1993,\" and \"Alcohols, n.o.s.,\nthree shipping names: \"Ethanol solutions, 3, UN1170, \"\n3, UN1987.\" Specifically, you asked which shipping name is\nmost appropriate for a denatured alcohol.\nUnder $ 173.22, it is the shipper's responsibility to properly\nclassify a hazardous material and assign it a proper shipping\nname from the Hazardous\nMaterials Table (HMT). For a material\nnot specifically identified by name in the HMT, the HMR\nrequires that the material be described by the shipping name\nthat \"most appropriately describes\" the material.\nIn some\ncases, more than one shipping name could \"most appropriately\ndescribe\" a material.\nHowever, it is the opinion of this\nOffice that the shipping name \"Ethanol solutions\" most\nappropriately describes denatured alcohol.\nI hope this satisfies your request.\nSincerely,\nDelmer E. Since the product is not entirely composed of\nEthanol, the \"Ethanol Solutions\" designation is used as the proper shipping description.\nFlammable Liquids n.o.s. - although the majority of the product is Ethanol, the other\nconstituents (Isopropanol and/or Methanol) contribute to the overall hazard or flammability.\nAs such the designation of a \"Flammable Liquid, N.O.S.\" seems an accurate shipping\ndescription.\nAlcohols, n.o.s. - ail constituents found in the product are alcohols (ethyl alcohol, methy!\nalcohol, isopropyl alcohol). As such, this description seems to accurately describe the\nmaterial because they all contribute to the hazard\nany interpretation that can be provided would be greatly appreciated.
