When the HMR authorizes \"non-DOT specification cargo tank\nmotor vehicles suitable for transport of liquids,\" any cargo tank may be used as long as it is able to\ncontain liquids and meets the general packaging requirements in 49 CFR 173.24 and 173.24b.\nI hope this satisfies your inquiry.
