The number must be monitored at\nall times by a person who:\n1) is knowledgeable of the hazards and characteristics of the dangerous good(s)\nbeing transported;\n2) has comprehensive emergency response and accident mitigation information\nfor the dangerous good(s); or\n3) has immediate access to a person who possesses such knowledge and\ninformation.\nSimply stated, may the above text be interpreted to preclude shippers from providing a\n24-hour emergency response telephone number solely in the form of an \"800\" number\nincident or emergency?
