Box 2304\nMobile, AL 36652\nDear Ms. Clemmons:\nThis is\nin response to your request for clarification of\nauthorized packagings for \"Solids containing flammable\nliquid, n.o.s.\ni quid, OR ta 121-28 Hazardous Materat se matation\nabsorbents, containing negligible amounts of free liquid.\nin question is petroleum oil contaminated filters and\nYou ask whether a 1.5 cubic yard steel box with a latching\nlid is authorized as a non-DOT specification closed bulk\nbin under $ 173.240.\nSection 173.240 authorizes sift-proof non-DOT specification\nclosed bulk bins.\nThe bulk bins must be enclosed packagings\nthat are strong, firm, durable and constructed so that they\nare securely closed and contents cannot pass through. The\npackagings also must meet the\napplicable requirements in\nS$ 173.24 and 173.24b. Therefore, \"Solids containing\nflammable liquid, n.o.s.\" may be transported in your\npackaging provided it meets\nI hope this information is helpful. These\nmaterials are shipped under the DOT description - Solids containing flammable\nliquids, N.O.S. (petroleum contained absorbent material), 4.1, UN 3175, PGII.\nMy interpretation based on the hazardous materials table and the information in 173.240\nand 173.241 is that this is a proper container for the shipment of petroleum oil\ncontaminated filters and absorbents.
