Additionally, you ask if the emergency response phone number must be monitored\nfor vessel shipments originating in the U.S. but outside of the 12-mile international border.\nThe answer to both questions is yes. A U.S. shipper must monitor the emergency response phone\number the entire time a shipment is in transportation (until it reaches its destination as designated on th\nhipping paper) in accordance with § 172.604.
