Specifically you ask if\nthe Hazardous Materials Regulations (HMR; 49 CFR Parts 171-\n180) require an IBC to be cleaned prior to retesting.\nThe answer is no. The HMR do not require an IBC to be cleaned\nprior to a retest. However, it may be unsafe to test an IBC\nwith certain hazardous materials remaining in the packaging,\nherefore, it is recommended that an IBC be cleaned prior to\nretesting.\nI hope this satisfies your request\nSincerely,\nDelmer F.
