This responds to your letter dated September 8, 2003, regarding whether the color "red"on a
FLAMMABLE LIQUID label is acceptable under the Hazardous Materials Regulations (HMR; 49
CFR Parts 171-180).
Currently, color charts conforming to Appendix A of Part 172 of the HMR must be used to determine
the proper color on hazard warning labels and placards. The color "red" on the enclosed
FLAMMABLE LIQUID label is not acceptable because it does not fall within the color tolerances
prescribed on the color tolerance charts specified in § 172.407(d)(4).
Color charts conforming to Appendix A of Part 172 are on display in the Office of Hazardous
Materials Safety, Office of Hazardous Materials Standards, Room 8422, Nassif Building, 400 Seventh
Street, SW., Washington, D.C. 20590-0001. You may also order these charts from a commercial
source, Hale Color Charts, Inc., 3709 Ocean View Avenue, Los Angeles, CA 90066; or you may call

inspection from FAA questioned the color of our label. Plcase examine the enclosed label and determine
if the shade of RED is acceptable for shipping dangerous goods (within the USA) requiring flammable
