I apologize for the delay in\nresponding and for any inconvenience it may have caused.\nSpecifically, you inquire whether a dye penetrant\nexamination is an acceptable alternative to a radiographed\nexamination.\nYour questions are paraphrased and answered\nbelow.\nQ1. Is a dye penetrant (liquid penetrant, PT) examination\nof a welded joint containing a backing bar in the shell or\nalternative to Radiographic (RT) examination of a full\nhemispherical head of an MC 331 cargo tank an acceptable\npenetration weld?\nA1.\nNO.\nThe basis for this determination is the original\nconstruction requirements for an MC 331 cargo tank under\nconstruction and certification of an MC 331 cargo tank be\n$ 178.337-1.\nThis section mandates that the design,\nin accordance with the ASME Code which in turn requires\nSection VIII, Div 1,\nradiographic examination of this type of weld. See ASME\nPart UW-11; UW-12: Table UW-12.\nFurther, because this action is considered a repair, the\nrequirements for such a repair are mandated by\n§ 180.413 and the National Board Inspection Code (NBIC) .\nperformed in accordance with the original code of\nSee NBIC RC 1090 and RD 2060. NBIC requires welding to be\nreceived\nconstruction, that is, if the original pressure vessel\nan RT examination, the repaired pressure vessel\nwould also need an RT examination. Additional guidance is provided in RD 1020,\nweld heat treatment.\nIn addition, this guidance specifies\nthat if it is not practical to RT the weld, a successful\n(defect free) PT examination must be conducted and the\nmaximum allowable working pressure (MAWP) of the pressure\nvessel must be re-evaluated by the jurisdiction.\nQ2.
