This is in response to your June 12, 2007 letter requesting clarification of the Hazardous
shipping papers be kept during the unloading of hazardous Materials.
Materials Regulations (HMR; 49 CFR Parts 171-180). Specifically, you ask where must
In accordance with § 177.817(e) when the driver is at the vehicle's controls, the shipping
paper must be within the driver's immediate reach while he is restrained by the lap belt and
ither readily visible to a person entering the driver's compartment or in a holder which i
nounted to the inside of the door on the driver's side of the vehicle. When the driver i
not at the vehicle's controls, the shipping paper must be in a holder which is mounted to
the inside of the door on the driver's side of the vehicle or on the driver's seat in the
