No. 08-0089\nDear Mr. Gramer:\nThis responds to your March 26,2008 letter requesting clarification of the second sentence of\n\"Note 2\" in Explosive Package Instruction 1 15 in 173.62 of the Hazardous Materials\nRegulations (HMR, 49 CFR Parts 1 7 1 - 180.) We believe this to mean that\na composite UN 6HA1 plastic inner receptacle within an outer metal package may be shipped as\na PG I or II certified single package '...in lieu of a combination package...', and thus without the\nneed for additional outer packaging or absorbent material specified for other liquid explosives\ncovered and packaged in combination packagings according to Note 1.\nWould you please confirm or clarify our understanding?
