No.: 08-0253\nDear Mr. Croft:\nThis responds to your October 3,2008 letter requesting clarification of the $ 175.10\nexceptions in the Hazardous Materials Regulations (HMR; 49 CFR Parts 171 -1 80).\nSpecifically, you ask if $ 175.1 O(a)(l) applies to instant ice packs carried on board aircraft\nby sports teams for the treatment of injuries while enroute to their destination.\nAccording to your letter, the instant ice packs contain approximately 4-6 ounces of\nAmmonium nitrate, 5.1, UN 1942 with 4-6 ounces of water in a pack. These are shipped\nthroughout the United States as Consumer Commodity, ORM-D material.\nThe answer is yes.
