No. 09-0 189\nDear Ms. Rarnos:\nThis responds to your August 18,2009 request for clarification of requirements in the\nHazardous Materials Regulations (HMR; 49 CFR Parts 17 1-1 80) applicable to the\ntransportation of live animals implanted with non-infectious tumor fragments or blood\ncells (stem cells). You indicate that the animals are used for research and ask whether\nthey are subject to the HMR.\nThe answer is no. In accordance with § 1 73.134(b)(l), a material that does not contain an\ninfectious substance or that is unlikely to cause disease in humans or animals is not\nsubject to the requirements of the HMR applicable to the transportation of Division 6.2\nmaterials.\nI hope this answers your inquiry.
