Specifically, you ask ifthe excepted quantity marking in § 173.4a applies to transportation by all modes. The answer is yes. The excepted quantity marking in § 173.4a applies to all modes of transportation. However, excepted quantities ofhazardous materials packaged in accordance with this section may not be carried in checked or carry-on baggage aboard aircraft. I hope this answers your inquiry.
