Specifically you ask if while a hazardous material is in a\nwarehouse awaiting transport if emergency response information must be available in a hard copy\nor can it be electronically based and printed when needed.\nIt is the opinion of this office that a printed hard copy of emergency response information must be\npresent at a facility where a hazardous material is received, stored, or handled during\ntransportation. Emergency response information is required by § 172.600(c)(1) to be immediately\navailable for use at all times hazardous materials are present in the transportation stream. Facility\noperators where hazardous materials are stored are required by § 172.602( c )(2) to maintain the\ninformation required by § 172.602(a) whenever the hazardous material is present and must have\nthe information available in a location that is immediately accessible to facility personnel in the\nevent of an incident involving the hazardous material.\nI hope this satisfies your inquiry.
