Specifically, you ask if this material was intended to be\nforbidden for air transport under the HMR.\nIn accordance with §§ 171.22( e) and 172.101, this material is currently forbidden for\ntransportation by aircraft under the HMR, and cannot be shipped unless a special permit or other\nauthorization to ship this material is obtained from the Associate Administrator (AA); even\nthough it is authorized by the International Civil Aviation Organization (ICAO) Technical\nInstructions and the International Aviation Transport Association (lATA) recommendations.\nI hope this answers your inquiry.
