Campbell\nSenior Dangerous Goods Safety Advisor\nGlobal Products and Services, Baker Hughes\n2001 Rankin Road\nHouston, TX 77073\nRef No. 13-0013\nDear Mr. Campbell:\nThis responds to your December 10, 2012letter requesting clarification ofthe Hazardous\nMaterials Regulations (HMR; 49 CFR Parts 171-180) applicable to accumulators. In your\nletter, you describe and provide a picture illustrating two accumulators that are part of a\n\"Thumper Unit\" that is used at well drilling sites as an integral component of the oilfield\noperation. Each accumulator is offered for transport pre-charged with nitrogen gas to a\nmaximum pressure of2,000 psig (at 70°F). Additionally, each has a manufacturer's burst\npressure rating of 12,000 psig, which is six times greater than the maximum pre-charged\npressure. Based on this information, it is your understanding that the \"Thumper Unit\" is\nexcepted from the requirements of the HMR as specified in§ 173.306(f).\nYour understanding is correct. In accordance with § 173 .306( ±)(1 ), accumulators installed in\nmotor vehicles, construction equipment, and assembled machinery and designed and fabricated\nwith a burst pressure of not less than five times their charged pressure at 70 °F., when shipped,\nare not subject to the requirements of the HMR. Based on the information you provided, the\n\"Thumper Unit\" meets the conditions for exception from the HMR.\nI hope this information is helpful. If you have further questions, please contact this office.\nSincerely,\n;?425~\nRobert Benedict\nChief, Standards Development Branch\nStandards and Rulemaking Division\n\n<<<PAGE 2>>>\n\nber ~w1~~V1\n.SI/3 .3o[Jf~)\nAccumulaforr\nl:? -DO l3\nfl:t:~:<cJ\nBAKER\nHUGHES\n2001 Rankin Road\nHouston, TX 77073\nPhone: (713) 879-2658\nDecember 10, 2012\nOffice of Hazardous Materials Standards\nPipeline and Hazardous Materials Safety Administration,\nAttn: PHH-10\nU.S. Department of Transportation\nEast Building, 1200 New Jersey Avenue, SE\nWashington, DC 20590-0001\nRe: Letter of Interpretation\nDear Office of Hazardous Materials Standards:\nBaker Hughes, Inc. (BHI) requests a letter of interpretation regarding the provisions in Title 49 Code\nof Federal Regulation (CFR) Part 173.306(f)(1) applicable to limited quantities of compressed gases.\nSpecifically, BHI offers an accumulator called the \"Thumper Unit\" for transport with Nitrogen\ncompressed gas, 2.2, pre-charged to a maximum of 2000 psig. The Thumper Unit (see attached\nphoto) is used at oil and natural gas well sites as an integral component of the oilfield operation.\nThe manufacturer's burst pressure rating on each accumulator cylinder (2) in the Thumper Unit is\n12,000 psig {see attached specification sheet.) We calculated the burst pressure as six times greater\nthan the maximum pre-charged pressure at 70 degrees. Given this calculation, we understand that\nthe Thumper Unit, as described, is excepted for all requirements of subchapter C according to Part\n173.306(f)(1). Please provide clarification of this determination.\nSincerely,\nSenior Dangerous Goods Safety Advisor\nGlobal Products and Services, Baker Hughes\n\n<<<PAGE 3>>>\n\n\n\n<<<PAGE 4>>>\n\n090A80 Accumulators a,ooo Psi t2o7 aar) 'Tobul\nr ~~;~~~----------_G_--~-~--.-~-AP._'A_C_ITY--+-F-LU-ID_c_Ar-·P._'A~C-ITY~~~~D~RY~-,WE--~-I~G~HT~~~~~~~-~A~-~D~I--M_E=N~S~IO~N----~_,B,_.------------=-1\nGallon I Liters Lbs.
