No. 16-0001\nDear Mr. Mietz:\nThis responds to your December 22, 2015 email requesting clarification of the Hazardous\nMaterials Regulations (HMR; 49 CFR Parts 171-180) applicable to marking inlets and outlets\non DOT Specification MC331 cargo tanks. Specifically, you ask whether the marking\nprovided in § 178.337-9(c) is required on the inlet and outlet equipment or on the cargo tank\nwall. You also ask whether there is a size requirement for the marking and whether it needs\nto be stamped or embossed\nIn accordance with § 178.337-9(c), except for gauging devices, thermometer wells, and\npressure relief valves, each cargo tank inlet and outlet on a DOT Specification MC331 cargo\ntank must be marked \"liquid\" or \"vapor\" to designate whether it communicates with liquid or\nvapor when the cargo tank is filled to the maximum filling density. The required markings\nmust be on the inlet and outlet equipment itself and in close proximity to its respective\nmake/break connection point, rather than on the cargo tank wall. Furthermore, there is no\nminimum size requirement and no requirement for the markings to be stamped or embossed.\nHowever, we recommend the marking be of a size and manner that is readily visible and\ndurable such that it withstands the wear and tear of transport conditions.\nI trust this satisfies your inquiry. Please contact us if we can be of further assistance.\nSincerely,\nRt2, 22\nChief, Standards Development Branch\nStandards and Rulemaking Division\n\n<<<PAGE 2>>>\n\nCiccarone\n8178,337-96\nDodd, Alice (PHMSA)\nPackaging Specs\n16-000 1\nFrom:\nPatrick, Eamonn CTR (PHMSA)\nSent:\nTuesday, December 22, 2015 4:19 PM\nSubiect:\nTo:\nHazmat Interps\nFW: 178.337-9C\nShante/Alice,\nPlease submit this for formal letter of interpretation.\nThanks,\nEamonn\n-----Original Message--..\nFrom: Mark Mietz [mailto:mmetz@patriottank.com]\nSent: Tuesday, December 22, 2015 1:53 PM\nTo: PHMSA HM InfoCenter\nSubject: 178.337-9c\nDecember 22,2015\nI'm requesting an interpretation on 178.337-9c as to the location of the markings of inlets and outlets. Is the marking\nrequired at the tank, and or at the furthest point from the tank, being the piping? Also is there a size requirement on the\nmarking? Does it have to be stamped or embossed?\nThank you for your anticipated response.\nMark\nMark Mietz\nFleet Manager\nPatriot Tank Lines Inc.\n2737 Erie Drive\nWeedsport, NY 13166.\n(315) 834-9216\nmmetz@patriottank.com\nCOMMITTED TO SAFETY / DEDICATED TO SERVICE\n1","truncated":false,"body_characters":2679}
