No. 16-0069\nDear Mr. Biehl:\nThis responds to your April 18, 2016 email requesting clarification of the Hazardous\nMaterials Regulations (HMR; 49 CFR Parts 171-180) applicable to placarding. You ask\nwhether a placard with a white center block intended for display of identification numbers\nmay remain blank and be used to satisfy the placarding requirements in Subpart F of Part\nThe answer is no. A placard with a blank white space (i.e., white center block) is only\nauthorized for display of identification numbers in conformance with § 172.332(c). If a\nplacard is not used for the display of an identification number, it must conform to the design\nrequirements of § 172.519(b) which does not accommodate a blank white space in the center\nof the placard.\nI trust this satisfies your inquiry. Please contact us if we can be of further assistance.\nSincerely,\nChief, Standards Development Branch\nStandards and Rulemaking Division\n\n<<<PAGE 2>>>\n\nCiccarone\n172504\nGoodall, Shante CTR (PHMSA)\nplacancins\nFrom:\nGeller, Shelby CTR (PHMSA)\n16-0069\nSent:\nTo:\nMonday, April 18, 2016 10:03 AM\nHazmat Interps\nSubject:\nFW: Placards\nDear Shante and Alice,\nForwarded is a request for a formal letter of interpretation. The placard\nholders are permanantly attached to the vehicle that are the ones with the white center field designed for display of the\nUN number. Can these be used to placard the shipment with the center field blank white not displaying any numbers?\nBruce Biehl\nDirector of Regulatory Compliance Systems\nBrenntag North America, Inc.\n2000 East Pettigrew Street\nDurham, NC 27703\nOffice 919-281-2932\nMobil 919-604-9156\nbbiehl@brenntag.com\nNOTICE OF CONFIDENTIAL COMMUNICATION This communication and any subsequent electronic\ncommunication relating to this matter, including any attachments, constitute an \"electronic communication\"\nwithin the meaning of the Electronic Communications Privacy Act, 18 U.S.C.A. §2510 or any similar law of\nany other jurisdiction.
