The petitioner requested approval to install and operate a polyethylene crude oil gathering pipeline within the town of Drumright, Oklahoma. The proposed pipeline consists of approximately 10,000 feet of new 4-inch diameter polyethylene pipe having a SDR of 11 and manufactured in conformance with ASTM D2513. The proposed pipeline will be designed, constructed, and operated in conformance with applicable plastic pipe regulations in 49 CFR Part 192. The maximum operating pressure will not exceed 80 pounds per square inch. Based on the information provided by Sun/Mid-Continent Pipe Line Company and your evaluation of the design and operating conditions of the proposed crude oil gathering pipeline, the Office of Pipeline Safety concurs that the approval of the petition will not be inconsistent with the pipeline safety standards. Box 52000-2000 Oklahoma City, OK 73152-2000 Dear Mr. Fothergill: Sun/Mid-Continent Pipe Line Co. proposes to install and operate a crude oil gathering pipeline within the town of Drumright, Oklahoma using polyethylene line pipe. This letter serves as notification required under 49 CFR 195.8 before any person may transport hazardous liquid through pipe other than steel. The following information on this project is provided for your consideration: The pipeline will transport crude oil in a gathering system with the route traveling through a small residential area consisting of less than 10 houses. The pipeline will be designed, constructed and operated in accordance with applicable plastic pipe regulations in 49 CFR Part 192. Installation will consist of approximately 10,000 feet of new 4" polyethylene line pipe. The pipe will be 4", SDR-11, Phillips Driscopipe 6400, or equal , manufactured in accordance with ASTM D2513. The allowable working pressure for this pipe, in crude service, is 80 psig. The maximum operating pressure of this system will be 80 psig at a temperature of 70 Degrees F. The station pumping the crude through the pipeline will have a Murphy Swichgage set at 80 psig to protect against overpressuring . The polyethylene pipe will be joined by heat fusion. The pipeline will be installed with a minimum depth of 36 inches. Steel scraper traps will be installed on both ends of the pipeline so that the pipeline can be pigged. The pipeline will be hydrostatically tested for a minimum of 8 hours at a pressure of 120 psig. Exhibit "A" shows the route of the proposed 4" polyethylene pipeline.
