In your email, you state that it is your belief that relevant International Organization\nfor Standardization (ISO) standards and relevant PHMSA special permits are silent on the\nmarking requirements for cylinders permitted to be requalified by the hydraulic proof pressure\ntest method. Specifically, you ask whether UN pressure receptacles requalified by the hydraulic\nproof pressure test method are required to be marked in accordance with § 180.213(f)(4).\nThe answer is yes. As a general requirement, no person may mark a packaging or container as\nmeeting the requirements of Part 180 unless marked—as appropriate—in accordance with Part\n180. Section 180.207(d) authorizes the hydraulic proof pressure test for UN pressure receptacle\nrequalification. Furthermore, § 180.207(b) states that each pressure receptacle that is successfully\nrequalified in accordance with the requirements specified in this section must be marked in\naccordance with § 180.213. Therefore, UN pressure receptacles requalified by the hydraulic\nproof pressure test to meet the testing requirements of the HMR as authorized by § 180.207(d)\nmust be marked in accordance with § 180.213(f)(4).\nI hope this information is helpful. Please contact us if we can be of further assistance.\nSincerely,\nDirk Der Kinderen\nChief, Standards Development Branch\nStandards and Rulemaking Division\n\n<<<PAGE 2>>>\n\nCardez\n22-0092\nFrom: INFOCNTR (PHMSA)\nTo: Subject: Date: Dodd, Alice (PHMSA); Hazmat Interps\nFW: Urgent request for interpretation\nTuesday, September 13, 2022 11:46:18 AM\nAttachments: PastedGraphic-1.tiff\nLOI marking HPP.pdf\nHello Alice and team,\nPlease see the forwarded LOI request.\nThanks,\nRachel (HMIC)\nFrom: Amy Bruecks <amy@amybruecks.com>\nSent: Saturday, September 10, 2022 6:50 PM\nTo: INFOCNTR (PHMSA) <INFOCNTR.INFOCNTR@dot.gov>\nSubject: Urgent request for interpretation\nCAUTION: This email originated from outside of the Department of Transportation (DOT).
