Co., Inc.\nSafety Office\nRD #1, Box 270A\nEdinburg, Pennsylvania\n16116\nDear Mr. Snyder:\nThis is in response to your letter requesting clarification on the use of orientation arrows on packages\ncontaining Division 1.3G explosives, Display fireworks, under the Hazardous Materials Regulations\n(HMR: 49 CFR Parts 171-180). I regret the delay in responding to your inquiry and hope it has not\ncaused you any inconvenience.\nAccording to your letter, packages containing your Division 1 3G explosives materials are marked with\norientation arrows indicating that they must be initiated with a certain side up. This kind of firework is\ninitiated by laying the box in an upright position and lighting the fuse. As provided by § 172.312,\norientation arrow markings are only required on packages containing liquid hazardous materials.\nI hope this answers your inquiry.\nSincerely,\nShan Hillio\nDelmer F. HOWEVER SOME OF THE BOXES HAVE ARROWS ON\nTHEM INDICATING THAT THEY MUST BE FIRED WITH A\nCERTAIN SIDE UP. THIS CERTAIN KIND OF FIREWORK IS\nFIRED BY LAYING THE BOX IN AN UP RIGHT POSITION AND\nLIGHTING THE FUSE.\nALLA MAGAZINER FROM THE OHIO PUC IS DEMANDING\nTHAT WE USE THESE ARROWS AS ORIENTATION ARROWS\nWHILE SHIPPING. WE WORK VERY HARD AT COMPLYING\nWITH ALL STATE AND FEDERAL REGULATIONS, BUT WE DO\nNOT WANT ANY ADDITIONAL BURDEN WE HAVE LOOKED\nALL THROUGH THE REGULATIONS AND CAN'T FIND ANY\nREQUIREMENTS FOR THIS. THE ONLY REGULATIONS WE\nCAN FIND PERTAIN TO LIQUIDS, WHICH WE NEVER CARRY.\nCAN YOU PLEASE GIVE US YOUR OPINION ON THIS MATTER\nWE WILL ABIDE BY WHAT EVER YOU DECIDE.","truncated":false,"body_characters":2280}
