I\napologize for the delay in responding and hope it has not caused any inconvenience.\nYour questions are paraphrased and answered as follows:\nQI.\nIf markings and labels on the packages that represent all four hazard classes are visible\nwhen viewed from each different side, am I required to mark and label the outside of\nthe shrink wrap?\nA1.\nIf each package is properly marked and labeled and if markings and labels\nrepresentative of each hazardous material contained within the overpack are visible, the\nanswer is no. The markings and labels are not required to be repeated on the overpack.\nSee 49 CFR 173.25.\nQ2.\nIf markings and labels on the packages that represent all four hazard classes are NOT\nvisible when viewed from each different side, am I required to mark and label the\noutside of the shrink wrap?\n:\nA2.\nYes. When packages are stacked and banded on a pallet, the packages should be\npositioned, when possible, so that the markings and labels are visible on the outside of\nthe stack. If markings and labels representative of each hazardous material in the\noverpack are not visible from any side, the overpack must be marked and labeled for\nthat hazardous material. As an example, if four packages of Acetone, 3, UN1090, are\nloaded next to other packages so that their markings and labels are not visible, the\nproper shipping name, identification number, and a Class 3 label for the Acetone must\nbe displayed on one side or end of the overpack, except that duplicate labeling must be\n-\n\n<<<PAGE 2>>>\n\n-\ndisplayed on at least two sides or two ends (other than the bottom) of each overpack\nhaving a volume of 1.8 cubic meters (64 cubic feet) or more. You\nresponse to your letter concerning labeling requirements for\nplace\nstate that packages will be palletized and shrinkwrapped and ask 1f you may\ncartons. At a chemical company I was asked if they\nhad four different classes of materials on a pallet with markings and labels all\nvisible from each different side, if labeling and marking the outside of the shrink\nwrap was necessary?\n!
