Specifically, you ask whether it is\npermissible to use another language, in addition to English,\nfor the text on labels.\nThe answer is yes. Labels conforming to provisions in the\n:\nUnited Nations Recommendations may be used in place of the\ncorresponding labels under the HMR. Paragraph 5.2.2.2.1.6 of\nthe United Nations Recommendations\n(10\"h Revised Edition), in\nlimiting text placed on labels to \"particulars. indicating the\nnature of the risk and precautions in handling,\" implies that\nBESE\nbilingual inscriptions or text indicating the nature of the\nHowever, we interpret this provision as\nbeing limited to those inscriptions authorized by a competent\nauthority.
