Specifically, you asked us to provide\nreportable quantity values (RQs) for a hazardous material\ndéscribed as \"Environmentally hazardous substance, liquid,\nThe HMR require the letters \"RO\" to appear on a shipping\npaper, if the hazardous material meets the definition of\nhazardous substance (S 172.203(c)(2)). As defined in $ 171.8,\na hazardous substance is a material that is listed in Appendix\nA to $ 172.101, is in a package that meets or exceeds the Rl,\nand when in a mixture or solution, has a concentration by\nweight which equals or éxceeds the concentration corresponding\nto the RQ of the material as listed in the table in § 171.8.\nA material must meet all of these requirements in order to be\na hazardous substance. Appendix A lists hazardous substances\nby their chemical name or waste name, and lists each\nsubstance's corresponding Rl value in pounds or kilograms.\nYou should review Appendix A to determine if the chemicals in\nyour customer's material have Rs.\nIf the chemicals do not\nappear in Appendix A, then you need not mark RQ on your\n\n<<<PAGE 2>>>\n\nshipping paper.
