Your letter was referred to this\noffice for response.\nexplosives and explosive material are included in the\nFederal regulations applicable to the transportation of\nHazardous\nMaterials Regulations (HMR; 49 CFR Parts 171-180):\nThe HMR set forth procedures that you must follow if you ship\nor transport a hazardous material in: the course of your\nbusiness. The HMR explain how to classify and package\nhazardous\nmaterial and how the package must be marked and\nlabeled.\nThe HMR also tell how to complete the shipping\npapers and emergency response information that must accompany\na hazardous material\nshipment...\nIn addition, the HMR tell\nwhether the vehicle in which a hazardous materials shipment is\nbeing transported must be placarded and the specific placards\nthat must be used. Finally, the HMR explain training\nrequirements for persons who transport hazardous materials or\nprepare hazardous materials for\nshipment.\nYou do not need a federal license to transport explosives in\nthe continental United States.\nHowever, you may not offer for\ntransportation or transport an explosive unless it has been\ntested, classed, and approved by the Associate Administrator\nfor Hazardous Materials Safety. Regulations governing\ndefinitions, classification, and packaging of explosives\n(Class 1 materials) are in Subpart D of Part 173 of the HMR.\nProcedures for classification and approval of explosives are\nin $ 173.56.\n990095\n\n<<<PAGE 2>>>\n\n2\nYou can obtain a copy of the HMR from a U,S.
