No. 99-0111\nShipping Manager\nConley Corporation\n2795 East 91st Street\nTulsa, OK 74137\nDear Mr. Moran:\nThis is in response to your letter dated April 29, 1999.\nSpecifically, you ask how § 172.201 (c) of the Hazardous\nMaterials Regulations (HMR; 49 CFR Parts 171-180) relates to the\nInternational Civil Air Organization's Technical Instructions\nFor\nThe Safe Transport of Dangerous Goods By Air (ICAO Technical\nInstructions).\nSection 172.201 (c) requires shipping papers that consist of more\nthan one page to be consecutively numbered, and the first page\nmust bear a notation of the total number of pages. Section\n171.11 of the HMR\nauthorizes the use of the ICAO Technical\nInstructions in lieu of the HMR for packaging, marking, labeling,\nclassifying, and describing and certifying on a shipping paper\nhazardous materials which\nare transported by air.\nThe ICAO Technical Instructions do not contain a requirement for\nCommercial enterprises that wish to impose additional\nnotations on shipping papers that consist of more than one page.\n• requirements for transporting hazardous materials,\nsuch as\nnumbering requirements on shipping papers being shipped under the\nprovisions of the ICAO Technical Instructions are not precluded\nfrom doing so.\nThe International Air Transportation Association\nDangerous Goods Regulations (IATA) are intended for industry\nguidance among association members and are not official\nregulations.\nI hope this information is helpful.
